HomeMy WebLinkAboutReso 1978-9274RESOLUTION N0 . _ Z9 "1 re~oXve as R SOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA V STA SUPPORTING THE CITY OF ADELANTO, CALIFORNIA, I ITS STRONG OPPOSITION TO THE LACK OF THE STATE O CALIFORNIA'S CONCERN FOR THE IMPACT OF STATE- NDATED COSTS e City Council of the City of Chula Vista does hereby ollows: W EREAS, the concept of state compensation for mandated co t was a key provision in Senate Bill 90 which became effective on J nuary 1973, and W EREAS, this bill also established property tax limita- ti n on ci ies, counties, special districts and school districts, an W EREAS, this bill did nothing in regard to the then exist- in tate m ndated costs imposed upon cities, counties, special dis- tr'c s and chool districts, and W EREAS, by the use of an extensive list of "disclaimers" be a e a de ice for the evasion of the origianl SB 90's intent, and W EREAS, SB 90 of 1977 reflected the need for additional le i lative concern regarding compensation procedures, and W~EREAS, legislative acts involving cities, counties, special di t icts a d school districts invariably impose additional costs, and W EREAS, state mandated costs imposed on local governments is i fact form of restriction on the use of locally generated funds, an W EREAS, recent constitutional amendments have imposed new pr p rty to limitations on cities, counties, special districts and sc o 1 dist icts. That a rollback or complete abolition of previous state decisions mandating actions or imposing cost incurring regulations on local governments be i effected. 3. 4. 5. Pre~s~nted by e 2. That this rollback or abolition include all previous legislation that mandates costs on local government. That any and all future legislation which mandates actions by cities, counties, special districts and school districts be paired with a revenue source other than those generated locally. That the extensive list of "disclaimers" currently in use be eliminated. That the City Clerk be, and she is hereby directed to forward a certified copy of this resolution to Senator Mills, Assemblyman Deddeh and members of the San Diego County legislative delegation.
