Following a study of the matter, the Civil Service Commission made a recommendation to modify one of the Civil Service Rules, and also noted several areas of time delay that are related to departments other than Personnel. The Civil Service Commission found that time frames experienced for filling positions in Chula Vista are reasonable and similar to those of other agencies in the area. They also noted that the time delays that are experienced are attributable to the fact that the Personnel Department shares control over the total process with other departments. For example, the department with a vacancy may request a special test or extra long recruitment period. The Commission recommends the following changes to Rule IV, Section 7 (Exhibit A): 1. Elimination of the exam booklet review period when the test publisher requires a signed agreement with the City prohibiting any applicant from seeing the answer key or test booklet. (These "security agreements" are common in the use of rental tests.) 2. Reduce the appeal period of test scores from ten days to five calendar days when viewing the test key is possible. 3. When a security agreement has been signed, eliminate the period for appeal of test scores completely.
