RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA DECLARING ITS INTENTION TO
ESTABLISH THE ASSESSMENTS FOR EASTLAKE
MAINTENANCE DISTRICT NO. 1 AND SETTING A DATE
FOR THE PUBLIC HEARING
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, on April 25, 1989, the City Council adopted
Resolution No. 14060 ordering the City Engineer to prepare and
file a report of assessments for landscape maintenance of street
medians in EastLake for Fiscal Year 1989-90, and
WHEREAS, EastLake Maintenance District No. 1 was
approved by Council on January 21, 1986, in accordance with the
EastLake Financing Plan and provides for the maintenance of
landscaping, irrigation, and lighting systems within median
islands in EastLake I, including East "H" Street, a portion of
Otay Lakes Road and some of the entrances to the EastLake areas,
and
WHEREAS, the maintenance work has been done by EastLake
up to now, but the City is preparing to assume the effort and
will be contracting the work shortly, and
WHEREAS, the district was assessed a total of 963,600
for FY 1988-89 and this reserve fund will be carried over and
credited against the property owners' assessment for the 1989-90
fiscal year and for this reason, there is a difference of over
939,000 between the proposed budget (964,690) and the proposed
annual assessment (925,350), and
WHEREAS, the proposed assessments will pay for the costs
of water and general maintenance of the landscaping in the median
islands within East "H" Street, the stub streets entering
EastLake Hills and EastLake Shores, Telegraph Canyon Road and
EastLake Parkway, and
WHEREAS, the proposed summary of assessments in
accordance to land use density for Fiscal Year 1989-90 is shown
on Exhibit "A", attached hereto and incorporated herein by
reference as if set forth in full.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby set Tuesday, the 25th day of
July, 1989 at 7:00 p.m. in the Council Chambers, 276 Fourth
Avenue, Chula Vista, California as the time and place for hearing
protests as to the levy of the proposed assessments.

ASSESSMENT SCHEDULE
The assessments are to be spread in accordance with the benefit charge
formula described above, the traffic generation factors given in Table I (page
12) and the site utilization plan shown in Figure A (page 14). The individual
1988-1989 assessments, tabulated by assessor's parcel number, are shown on
an Assessment Roll on file in the office of the City Clerk of the City of Chula
Vista, are made a part of this report by reference, and are designated
Exhibit B.
Summary of Assessments
A summary of the assessments to be paid by individual parcels is shown
below. The assessments vary according to traffic generation rates which, in
turn, vary according to land use and density.

Low Density - Residential $ 2.37/dwelling unit
Medium Density - Residential 1.89/dwelling unit
Employment Park 47,37/acre
Commercial 118.43/acre
