NOS,) Background On March 16, 1 78, Community Development staff presented the Department of Housing & Urban Developm nt with a Mobile Living Unit Rehabilitation and Replacement Program. Since that sub ittal, staff has been working with HUD refining the proposal to HUD regulations an City needs The replacement program is a new concept in rehabilitation and HUD has ben closely analyzing its implications. As a result of its review, HUD has determ ned that the program is an eligible activity within certain parameters. Program Describtion The program's Aeration would allow eligible residents to either rehabilitate or replace their obile living unit. An inspection of the residence would be made by the City's Hou ing Inspector. Based on this inspection, owners could rehabilitate their residenc with a low interest (3% or 7%) or deferred loan. Pay back would be up to 15 years similar to the CHIP effort wherein Block Grant funds support the program. If a particula unit's rehabilitation prove too costly in relationship to its value, the owner woul be able to obtain a low-interest loan to replace the unit. HUD has ~eterm ned that the program's implementation can be achieved through a neigh- borhood based on-profit organization. Under this procedure, a committee of residents from the Feast r School Neighborhood (see attached map) and City staff would form a Neighborhood A sociation. (See attached By-Laws.) City Council at its August 15 meeting approved the lending agreement for this program with Crocker Na Tonal Bank. Passage of this resolution will: 1. Provide HUD with a description of the structure of the neighborhood associ tion. 2. Authorize the Mayor to appoint residents to the association in accord nce with the program as outlined herein. 3.
