On June 14fi 1977, the City Council, by Resolution No. 8568, approved
a revised $-year utilities undergrounding program for calendar years
1978-1982.!, The undergrounding of utilities along Fourth Avenue from
"E" Street'. to "F" Street is scheduled for the calendar year of 1979.
On October'25, 1978, Engineering staff and members of the Undergrounding
Utility Ady~isory Committee conducted a field review to determine the
extent of the work and boundaries of the Underground Utilities District.
During this field review, it was determined that the overhead utilities
in "F" Street adjacent to the Civic Center complex could be converted
as part of'the proposed district. On November 15, 1978, an Under-
ground Utilities Advisory Committee (UUAC) meeting was held in the
Engineering/Planning Conference Room to adopt the proposed boundaries
of the district and to establish phasing and sequence of construction.
The UUAC a~proved the boundaries of the district as shown on the plat
titled "Foy~rth Avenue "E" Street to "F" Street proposed Underground
District NQ. 109."
The proposed underground utilities district will be a type "A" district.
That is, tk~e cost of undergrounding the utilities will be funded out
of the fun~.s allocated by San Diego Gas & Electric Company.
Section 15}32.130 of the Chula Vista Municipal Code requires that City
Council set a public hearing to ascertain whether the public health,
safety and'~igeneral welfare requires the undergrounding of existing
overhead utilities within designated areas of the City and to give
persons th¢ opportunity to speak in favor of or against the formation
of a proposed district to underground utilities.

Sec#ion 15''32.140 requires that the City Clerk notify all affected
persons anc~ each utility company of the time and place of the public
hearing atlleast 15 days prior to the date of the public hearing.
~ Notice sha7~l also be given by mail to all property owners and
occupants ~f property located within the boundaries of the proposed
district. ',The City Clerk is required by this section of the Code to
publish th~ Resolution of Intention setting a public hearing in the
local newspaper no less than five days prior to the date of the public
hearing. ',
