On January 9, 1978, the City Manager forwarded a memo to the City Council
that discussed exterior signing for the Civic Center Complex and
indicated that when a plan was formulated it would be forwarded to the
Council for approval.
In an effort to ensure that the exterior signing provide maximum
information, yet intrude upon the landscaping as little as possible and
be architecturally compatible with the renovated building, I requested
that the architect make recommendations for an exterior signing plan.
I believe that the architect's plan, which I am presenting tonight, will
provide assistance to people visiting the Civic Center, resist vandalism,
provide flexibility for future City reorganization, and blend attractively
with the buildings and landscaping in the Civic Center Complex.
The architect, after investigating possible signing systems, has
selected signs manufactured by Architectural Signing, Incorporated,
of Marina del Rey, California, for both the interior of the renovated
building and the exterior of the Civic Center. I have attached a plat
that shows the locations of the proposed signs and copies of drawings
of the signs. Basically, the plan is as follows:
1. Sign Number 1 - a double faced, illuminated monument sign, mounted
on a concrete base, perpendicular to Fourth Avenue.
2. Sign Number 2 - a single faced, illuminated monument sign, mounted
on a concrete base, parallel to "F" Street.
3. Sign Number 3 - a directory sign, to be mounted perpendicular to,

Money for exterior signs for the Civic Center Complex was not included
as part of the construction contract for the renovation of the old
library and post offices However, under the Library Fund 605, money
has been set aside for removal and demolition of the annex building
and landscaping of the annex area after its removal. It appears that

STAFF RECOMMENDATION
1. That Council waive bidding requirements for the procurement and
installation of exterior signing of the Civic Center Complex.
2. Authorize the transfer of $10,350 from Account 605-6050-5569 to
Account No. 635-6350-5569 to be expended for the procurement and
installation of exterior signing for the Civic Center completion.

and at the end of Memorial Way. The sign consists of directional
arrows and movable tracks containing the names of various
activities.
4. Sign Number 4 - a double faced directional sign, similar to
Number 3, perpendicular and at the north end of the parking area
that was formerly Guava Avenue.
5. Sign Number 7 - a directional sign, similar to Sign Number 3,
that will be located parallel to Guava Avenue.
6. Sign Number 5 - dark bronze colored, four inch cast aluminum
letters that say, "Council Chambers," mounted on the west face
of the renovated building just to the right of the west entrance.
7. Sign Number 6 - two signs to be placed at the entrance and exit
to the parking lot that will be located near the corner of Fourth
and "F" that say, "City Vehicles."
8. Signs Number 8 and 9 - "Entrance" and "Exit" signs that will be
placed on Guava Avenue near "F" Street.
In addition, City forces will remove the "City Hall" letters from
above the main entrance to the City Administration Building.
The signs are constructed of a tough Fiberglas material that is impact
resistant and can be easily cleaned if vandalized. I have samples of
the signing material that show the color and appearance of the signs.
Similar signs made by the same company are used at the Kaiser Hospitals
on Zion Street and Clairemont Mesa Boulevard and other businesses
throughout the County.
The manufacturer submitted a quote, dated November 3, 1978, for
provision and installation of the signs for $8,840.76 which is good
for 30 days and states that delivery would be within eight weeks of
receipt of the order.
Under the terms of the architect's agreement and the construction
contract for the renovation, the architect is responsible for
selecting interior signing and the contractor is responsible for the
purchase and installation. When the architect was requested to
formulate the plan for exterior signing, he selected signs made by the
same manufacturer as the interior signs because they were complementary
and because they appear (all things considered) to be the best signs
available.
In order to keep costs on obtaining and installing the signing to a
minimum, I am ordering the signing direct from the manufacturer rather
than going through the contractor and thus having to pay his overhead
costs. The concrete bases for the two monument signs will be installed
by City forces under the direction of Building and Housing.
I am requesting that the Council waive bidding requirements on obtaining
and installing the Civic Center signing. I believe that this is
appropriate from the standpoint of timeliness and because signing is
subject to architectural and aesthetic judgment and is not the type
of project best served by the competitive bidding process.

the exterior signing of the entire Civic Center Complex could be
considered an appropriate part of landscaping. I do not anticipate
that we will need the entire amount set aside for landscaping the
annex area, and therefore am recommending that Council authorize the
transfer of $10,350 from Account 605-6050-5569 to Account 635-6350-
5569 to be used for the procurement and installation of the exterior
signing.
