At 11:00 a.m. on November 9, 1978, in the Engineering/Planning
Conference Room, the City Enginee r received a sealed bid for "The
Resurfacing of General Roca, Southwestern College, and Rancho del Rey
Tennis Courts in the City of Chula Vista, California." The scope of
the project consists of resurfacing nine (9) concrete tennis courts
to produce smooth and uniform playing surfaces. The resurfacing
includes all hole and crack patching, surface preparations, applying
surfacing material and painting of court lines.
Gnly one bid was received. This bid was from Eastwood and Sons and
was in the amount of $8,000. The contractor included as part of his
bid a letter stating what material and what changes were necessary
in the contract specification for him to guarantee his work.
The changes in the contract specifications as submitted by the con-
tractor are:
1. Number 100 sand will be used rather than the number 200. This
will result in a medium speed surface, however, after one year's
wear, the surface speed will become a medium fast surface, as
specified.
2. The color brown used on the bounding surfaces will be darker than
that specified.
3. The surfacing will be a vinyl acrylic material rather than the
acrylic emulsion "Plexipave" as specified. The vinyl acrylic is
an approved equal as specified in the contract documents.

Cost of project is being financed with State Urban Park and Recreation
Block Grant funds.
STAFF RECOMMENDATION
1. City Council authorize the expenditure of $8,800 from "Tennis Court
Renovation Project" - account #618-6180-PRBG-10.
2. City Council accept the bid and award contract to Eastwood and Sons
in the amount of $8,000.00.

This bid was reviewed by the Director of Parks and Recreation. He finds
that the change in specifications as submitted by the contractor meet
the necessary requirements and recommends that Eastwood and Sons be
awarded the contract.
Staff is satisfied that this bid amount is reasonable for the work to be
performed.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
