A. BACKGP,OUND
On September 6, 1978 the City received a request from E1 Rancho del Rey, Inc. for a reorgan-
ization and annexation to the City of Chula Vista of 1.2 acres of vacant property located
west of the northwest corner of Otay Lakes Road and Ridgeback Road. The area proposed
for reorganization is shown on Exhibit A and described in Exhibit B attached hereto.
B. DISCUSSION
1. Concurrent with the reorganization request is a proposal for the development of
a commercial office project and related offstreet parking at the northwest corner of
Otay Lakes Road and Ridgeback Road. The proponent is currently processing development
plans for said project with the Planning Department.
2. The reorganization area is slated for development as part of the proposed offstreet
parking lot and is the only portion of the office building project area that remains in
the County.
C. PREZONING
The City Council, at its meeting of July 13, 1971, adopted Ordinance No. 1342 prezoning
territory which includes the subject reorganization area to P-C. On October 31, 1978,
Council approved the precise plan for the office building.
D. ENVIRONMENTAL REVIEW
An Initial Study (IS-79-14) of possible adverse environmental impacts of the project was
conducted by the Environmental Review Committee on September 14 , 1978. The Committee
concluded that there would be no significant adverse environmental impacts and issued

a draft Negative Declaration. The City Council, at its meeting of October 31, 1978,
certified said Negative Declaration.
E. LAFCO ACTION
LAFCO, at its regular meeting on October 2, 1978, adopted a resolution approving the
El Rancho del Rey/Ridgeback Road Reorganization involving annexation to the City of
Chula Vista and detachment from the San Diego County Flood Control District, Zone 3.
By its resolution LAFCO designated the City as the conducting agency and authorized the
City to initiate reorganization proceedings pursuant to the provisions of the District
Reorganization Act of 1965.
