A. BACKGROUND
1. The applicant has submitted a precise plan for the development of a 2.26 acre
shopping center at the southeast corner of Otay Valley Road and Melrose Avenue. The
hearing on the proposed rezoning from C-V-P to C-N-P is the preceding agenda item.
2. The environmental concerns of the proposed project were previously considered
as part of the rezoning request.
B. DISCUSSION
1. Proposed commercial development.
The applicant proposes to develop the 2.26 acre site with three single story
commercial structures having a combined floor area of 24,.800 sq. ft. The buildings
are so arranged as to form an "L" shaped complex with one 9,200 sq. ft. retail/office
structure located adjacent to the east property line and another 13,600 sq. ft. retail/
office structure, as well as a 2,000 sq. ft. fast food drive-through restaurant, located
adjacent to the south property line.
Staff is concerned about the building closest to Otay Valley Road (Building #1)
which is located only 15' back from the front property line. The restaurant building
which .was previously approved on the parcel adjacent on the east-will have a sct back
of approximately 31' so that building #1 will partially block the restaurant building
from view by east bound traffic on Otay Valley Road. Both buildings would enjoy
better exposure if they are located the same distance from the front property line.

STAFF RECOMMENDATION Concur with the Planning Commission recommendation, with the
addition of a condition requiring that the architectural theme of the buildings in the
shopping center be carried out on all sides of the building.
BOARD/COMMISSION RECOMMENDATION On October,ll, 1978 the Planning Commission voted 5:0
(with one vacancy and one member absent) to recommend approval of the precise plan for
shopping center and fast food restaurant at the southeast corner of Otay Valley Road
and Melrose Avenue in accordance with Resolution PCM-79-12.

In addition, if the office buildi'~ng is offset from the easterly property line, a proposed
parapet wall could be eliminated and the roofline carried around on all sides.
Parking for 146 cars is provided on the site in front of and to the west of the buildings.
Two driveways are proposed on both Otay Valley Road and Melrose Avenue. The southerly
driveway on Melrose Avenue will function primarily as a driveway for the drive-through
restaurant located at that end of the site. The periphery of the site will be land-
scaped, including a portion on the east side of the building proposed on that side of
the property. A grove of eucalyptus trees is being retained, thus providing a separation
between the two main buildings. This area will also provide a pedestrian connection
between the shopping center and the proposed residential development to the south.
Two trash enclosure are proposed within the parking area along Otay Valley Road.
2. Proposed architecture.
The architecture of the commercial structure will be a contemporary ranch style
development similar to and compatible with the existing residential development in the
area. The pitched roofs will be shaK~ shingle and the exterior of the buildings stucco.
The rear of the buildings will also be stucco. There will be a 9 ft. wide roof overhang
supported by columns at the front of the building, treated with wood siding. The exterior
colors. of the development will be earth tones consisting of beige to light brown stucco
with dark brown wood trim and roof. The north, east and south walls of building #1 and
the west, east and south walls of building #2 are devoid of any trim.
The south elevation of building #2 is approximately 240 feet long and is partially
screened by the proposed carports for the multi-family area. It is staff's opinion
that the rather bland treatment of these walls should be enhanced by some architectural
embellishments and/or trim to provide a more architecturally pleasing building.
Plans were not submitted for the fast food building and therefore architectural review
will come at a later submittal.
3. Proposed residential development.
Design of the proposed residential development is subject to review and approval
by the Design Review Committee, however, because the developments are interrelated it
is appropriate that the residential development is described here and taken into
consideration. The applicant proposes to construct 64 units on the 4.15 acre site in
10 two story residential structures. The buildings will consist of 32 townhouse units
in 6 buildings and 32 units on the first and second story level of the remaining 4
buildings. Parking for 168 cars is located on the periphery of the site, 128 spaces of
which will be carports.
The architecture of the residential development is very similar to the commercial
structures, with shake shingle pitched roofs, stucco exteriors and wood trim. The
residential units are separated from the commercial by the carports and driveway and
should not be affected by the adjoining commercial use. The site plan and architectural
review of the residential development is the responsibility of the Design Review Committee.
4. Precise plan guidelines.
The proposed development is required by the development guidelines to retain the
grove of trees, and is restricted to a monument sign on Otay Valley Road. The plans
submitted show signs on the building but not in sufficient detail to make an accurate
evaluation. A freestanding sign is indicated on the east side of the most westerly
driveway on Otay Valley Road. Signs for the commercial developments to the west and
east have been limited to monument signs on Otay Valley Road. The applicant will be
required to prepare and submit a planned signing program as part of the building permit
procedure at which time the height and design of the freestanding sign will be addressed.
D. ANALYSIS
The proposed development is consistent and compatible with the existing residential
uses in the immediate vicinity. While no specific information has been submitted
regarding the signs, the proposed location of the signs shown on the building appear
acceptable. With the changes and conditions set forth in the recommendations the project
will represent a well designed and conceived development which should enhance and upgrade
the general appearance of the area.

RESOLUTION OF THE CITY PLANNING C0~•9MISSION RECOMP-1ENDING TO THE
CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR DEVELOPMENT OF
A 2.26 ACRE SHOPPING CE1lTER AT TF1E SOUTHEAST CORNER OF OTAY
VALLEY ROAD AND MELROSE AVENUE
WHEREAS, in conjunction with an application for change of zone from
C-V-P to C-N-P, Dawat Corporation submitted a precise plan on September 15,
1978 for the development of a 2.26 acre shopping center at the southeast
corner of Otay Valley Road and Melrose Avenue, and
WHEREAS, the City Planning Commission, at a duly advertised public hearing
held at 7:00 p.m., October 11, 1978 in the Council Chamber, City Hall, 2%6 Fourth
Avenue, considered the precise plan as submitted, and
WHEREAS, the Planning Commission found that in accordance with the Negative
Declaration on IS-79-16 and the findings stated therein, this development will have
no significant adverse environmental impact, and adopted the Negative Declaration.
NOW, THEREFORE, BE IT RESOLVED that the City Planning Commission finds as
follows:
a. That such plan will not, under the circumstances of the particular case, be
detrimental to the health, safety or general welfare of persons residing or working
in the vicinity, or injurious to property or improvements in the vicinity.
The adjoining residential uses to the south will be separated from the
commercial use by carports, driveway and landscaping and should not be
affected.
b. That such plan satisfies the principles of the application of the "P" Modifying
District as set forth in Section 19.46.041.
A grove of eucalyptus trees has been retained in the design and a planned
signing program will be required.
c, That any exceptions granted which deviate from the underlying zoning require-
ments shall be warranted only when necessary to meet the purpose and application
of the P Precise Plan Modifying District.
With the conditions applied the proposed use meets the requirements of the
Code.
d. That approval of this plan will conform to the General Plan and the adopted
policies of the city.
The proposed development is consistent with the goals and objectives of the
General Plan.

BE IT FURTHER RESOLVED that the City Planning Commission recommends that
the City Council approve the precise plan for a shopping center and fast food
restaurant at the southeast corner of Otay Valley Road and Melrose Avenue,
subject to the following conditions:
1. The applicant shall prepare and submit a planned signing program upon
application for a building permit.
2. Architectural plans for the proposed fast food building shall be submitted
in a later phase and be architecturally coordinated with the shopping
center buildings.
3. The roof line of building #1 shall be carried out on all elevations. The
building shall 6e offset from the east property line to allow for the
roof extension.
4. Building #l shall be set back from Otay Valley Road to coincide with the
setback established for the adjacent restaurant planned to the east
(approximately 31 feet from the front property line).
5. The driveway approaches on Melrose Avenue shall be perpendicular to the
street.
6. The driveways on P~elrose Avenue serving the residential and commercial
uses which are adjacent to each. other shall have a common driveway
approach by~having a rounded nose of the median within the property
line,
