RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING THE TENTATIVE SUBDIVISION MAP FOR
WOODSIDE VILLAGE-PLAZA VALLE VERDE (C.V. TRACT 79-07)
The City Council of the City of Chula Vista finds as
That in accordance with the attached Negative Declaration,
IS-79-16 and the findings therein, the tentative subdivision map for
Woodside Village-Plaza Valle Verde will not have a significant
impact upon the environment, and the City Council hereby certifies
that the Negative Declaration was prepared in accordance with the
California Environmental Quality Act of 1970, as amended.
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula
Vista has heretofore approved that certain tentative map of a
subdivision to be known as Woodside Village-Plaza Valle Verde
(C.V. Tract 79-07) and has recommended that the City Council
approve said tentative map subject to the conditions as recommended
in their Resolution No. PCS-79-7, adopted on the 25th day of October,
1978, a copy of which is attached hereto and by this reference made
a part hereof, the same as though fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve the ten-
tative subdivision map for Woodside Village-Plaza Valle Verde in
accordance with the recommendations of the Planning Commission of
the City of Chula Vista as contained in their Resolution No. PCS-79-7,
attached hereto.

into two lots (one 2.26 acre commercial lot and one 4.15 acre residential condo-

said hearing was thereafter closed, and
WHEREAS, a Negative Declaration on IS-79-16 covering the proposed project
was adopted by the Planning Commission on October 11, 1978.
NOIPI, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. From the facts presented to the Planning Commission, the Commission find"
that the subdivision map known as Woodside Village-Plaza Valle Verde is consistent
with the General Plan for the City of Chula Vista as follows:
a, Land Use Element - The General Plan designates this site for Neighbor•~
hood Commercial development and the proposed zoning of C-N-P and R-3-G has been
determined to be in conformance therewith.
b., Circulation Element - The completion of improvements along the Otay
galley Road right-of-way and provisions for onsite circulation are in conformance
with the General Plan.
c. Housing Element - The developer of the residential segment of the
proposal will "address" the need to provide for the needs of low and moderate income
persons and will participate in an Affirmative Fair Marketing Plan, such as the
BCA/HUD program, in conformance with the Housing Element.
d. Conservation, Open Space, and Parks and Recreation Elements - The
site is generally level and the project will require the minimum disruption of
land form. The Conservation Element Diagram does not note any natural resources
on the site. The developer will be assessed fees in lieu of park land dedication
in conformance with the Parks and Recreation Element.
e. Seismic Safety and Safety Elements - There is no indication of
historic seismic activity on the site. Extension of public improvements will
meet or exceed Safety Element standards.
f. Noise Element - The Noise Element recognizes the need to continue to
utilize the City's Environmental Review Process to evaluate and ameliorate noise
impact.
g. Scenic Highways Element - The site does not abut a "Scenic Route"
or "Gateway."
h. Bicycle Routes Element - The project does not include a designated
bicycle route. In planning any street improvement, however, the Bicycle Routes
Element of the General Plan encourages consideration of the bicycle as a potential
part of the traffic mix.
2. The Planning Commission recommends to the City Council that Tentative
Map PCS-79-7 for Woodside Village-Plaza Valle Verde be approved, subject to the
following conditions:
a. The owners shall select one of the two names appearing on the
Tentative Subdivision Map and place it on the Map. When the final
map is submitted for approval by the City Council and recordation
by the County Recorder it shall be designated only as Chula Vista
Tract 79-07,
b. The northerly boundary line shall be along the center line of Otay
Valley Road. The center line of Otay Valley Road shall be the
center Tine as shown on County Road Survey 1723-2 (1975).
c. Melrose Avenue shall have a e~arb return radius of 30 feet at Otay
Valley Road,
d, The owners shall dedicate an easement for street tree purposes for
a total of ten feet from back of sidewalk along Melrose Avenue and
Otay Valley Road,
e, The owners shall plant trees along Melrose Avenue and Otay Valley
Road, the number and species as determined by the Director of Pu61ic
Works,
f. The overhead utility lines along Otay Valley Road shall be under-
grounded,
g. The surface. drainage as shown on the map is subject to approval of
the City Engineer, The owners shall obtain written permission from
the adjacent property owner to discharge the drainage at a concen-
trated location on the southeast corner of Lot 2.

h. Utility lines serving the subdivision shall be underground ed.
i. The owner shall obtain a Land Development Permit and approved
grading plans for any grading done in accordance with Chapter 15.04
of the Chula Vista Municipal Code. Grading plans shall be approved
by the City Engineer prior to approval of the Final Map by the
Chula Vista City Council. The grading plans shall be revised to
retain the existing stand of eucalyptus trees shown on the map,
j. The owners shall pay the proportionate share of this development to
the City-wide participation in financing or installation of traffic
signals,
k. The owner/developer shall comply with all applicable sections of
the Chula Vista Municipal Code prior to approval of the Final Map,
The Ft'nal Map, improvement plans and grading plan shall be prepared
in accordance with the Subdivision Manual of the City of Chula Vista.
1, Prior to recordation of the final map, the developer Shall present
evidence that he will participate in an Affirmative Marketing Plan
and a copy of the CC&R`s shall be filed with the City in accordance
with the requirements of Ordinance No. 1487,
3. That this resolution 6e transmitted, along with the Tentative Map, to the
` City Council, and a copy of this resolution 6e transmitted to the applicant,
