HomeMy WebLinkAboutReso 1988-13857 Revised 11/9/88 RESOLUTION NO. 13857 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING COUNCIL POLICY ON USE OF DROUGHT TOLERANT PLANT MATERIAL IN URBAN AND SUBDIVISION LANDSCAPE DESIGN The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, at its August 9, 1988 meeting, the City Council requested staff to return with a Council policy which would require the use of all drought resistant (tolerant) plant material as a condition of tentative map approval, and WHEREAS, the attached Council policy described the desired action to assure a continued drought tolerant plant selection for all projects in the City of Chula Vista. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the Council policy on use of drought tolerant plant material in urban and subdivision landscape design which is attached in Exhibit 'A", attached hereto and incorporated herein by reference as if set forth in full. Presented by Approved as to form by ~g Director of mas ~ 4908a COUNCIL POLICY Cil~' OF CI~dbA VISTA 9,BJECT PoucY EFFECTIVE NIJMBER GATE PAGE Use of drought tolerant plantings (subdivisions) AI)OPiEDBY RESOLUTION NO, DATED: BACKGROUND Because of possible diminishing water availability and interest in water conservation, City Council at its 8/9/88 meeting requested that staff return with a Council Policy which would require the use of all drought tolerant plantings in subdivisions. The Chula Vista City Council strongly supports the State of California Department of Water Resources, the San Diego County Water Authority, and local water authorities in the reduction of misuse and waste of landscape irrigation in making "water conservation" their program to assist in planning for future water uses. Significant urban water savings can be generated in governmental, commercial and residential uses, through mulching practices, non-irrigation techniques, efficient irrigation design and use of drought tolerant plant materials. PURPOSE To outline a policy tha~ assures continued support of existing plan review requiring the use of drought tolerant plantings and recognizes water conservation as a major issue through irrigation management and maintenance programs. POLICY 1. City of Chula Vista Landscape Manual approved by Planning Commission Resolution PCM-75-8 on July 9, 1975; adopted by City Council Resolution 7858 on August 5, 1975; amended by City Council Resolution 9235 on August 22, 1978, shall remain in effect. 2. Above noted landscape manual shall be amended to include a clarification statement for the layman or non-professional with respect to the types of planting called for in Section 2.2 Planting All areas . planted. One of two types of planting will be required. Type I planrings may require supplemental irrigation which is greater than ~ rainfall, to ensure a manicured and healthy appearance, Generally, all visible areas adjacent to the right-of-way will be Type I plantings. The City Landscape Architect may designate any other areas Type I as required to maintain the aesthetic quality of the community, I'~l'G'd'ed in Type I planting will be the controlled use of "fire retardant/drought resistant" planting strips necessary between structures and natural open space areas to be selected from the "fire retardant/drought tolerant plants" listed in the glossary following definitions.
