HomeMy WebLinkAboutReso 1978-9350Form No . 3 ~4 ~ Rev 3/7~ RESOLUTION N0, 9350 RESOLUTION OF THE CITE' COUNCIL OF THE CITY OF CHULA VISTA, APPROVING AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND CHULA VISTA VISITORS AND CONVENTION BUREAU, INC., IN REGARD TO THE EXPENDITURE OF CITY FUNDS APPROPRIATED AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED that that certain agreement between THE CITY OF CHULA VISTA, a municipal corporation, and the Chula Vista Visitors and Convention Bureau, Incorporated, in regard to the expenditure of City funds appropriated dated the 31st day of October , 1978 , a copy of which is attached hereto and incorporated herein, the same as though fully set forth herein be, and the same is hereby approved, BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista be, and he is hereby authorized and directed to execute said agreement for and on behalf of the City of Chula Vistas Presented by Lane F. DATED City Cler AGREEMENT SETTING OUT TERMS AND OBLIGATIONS OF THE CHULA VISTA VISITORS AND CONVENTION BUREAU, INCORPORATED, IN REGARD TO THE EX- PENDITURE OF CITY FUNDS APPROPRIATED THIS AGREEMENT, made and entered into this 31st day of October 1978, by and between the CITY OF CHULA VISTA, a municipal corporation, hereinafter referred to as "City", and the CHULA VISTA VISITORS AND CONVENTION BUREAU, INCORPORATED, a nonprofit organization, hereinafter referred to as "Bureau"; W I T N E S S E T H WHEREAS, the City Council of the City of Chula Vista has deter- mined that the function of Bureau serves a valid public purpose, and WHEREAS, the City Council of the City of Chula Vista desires to encourage the beneficial aims of the Bureau organization through appropriation of reasonable amounts of City funds, and WHEREAS, the City Council has established a policy for considera- tion of requests for funding by private organizations and individuals, and WHEREAS, such policy stipulates that no expenditure may be made out of any appropriation awarded said organizations unless an agreement has been reached between the parties setting out the terms and obligations for the expenditure of such funds, and WHEREAS, the City Council has established a Mayor's Advisory Committee on tourism and convention promotion within said City, and WHEREAS, said Mayor's Advisory Committee, meeting with members of the Chula Vista Visitors and Convention Bureau, had heretofore recom- mended that the entire $7,650 in budgeted funds for 1978-79 be allocated to the Bureau, and WHEREAS, expenditures of said funds will be monitored by the Mayor's Advisory Committee, who will recommend to the City'Manager pay- ment of funds that are deemed appropriate by the Mayor's Advisory Committee. NOW, THEREFORE, IT IS MUTUALLY AGREED by and between the parties hereto as follows: 1. The Chula Vista Visitors & Convention Bureau, Incorporated, a nonprofit organization, organized under the laws of the State of California,.has hereforth been organized for the purpose of promoting and advertising the City of Chula Vista by operating two information centers, so as to increase and enhance the tourist trade in the City of Chula Vista and provide information to visitors and assistance to conventions in said City. 2. Bureau agrees that the $7,650 budgeted in the 1978-79 budget will be used only for bona fide operating expenses of the Bureau for the period of July 1, 1978 through January 31, 1979. 3. The Bureau agrees to operate the aforementioned centers for the period of July 1, 1978 through January 31, 1979 by utilizing these funds, supplemented by reserve funds now held by the Bureau. 4. The Bureau agrees the Mayor's Advisory Committee will par- ticipate and monitor programs and expenditures of the Bureau and may, from time to time, recommend changes in said programs and expenditures. -1- y ~ ~~ 5. Bureau agrees to submit to the Mayor's Advisory Committee on a quarterly basis a complete record of all expenditures and, on an annual basis, an audited financial report of the previous year's activities and expenditures. The Bureau agrees that, for the first two quarters, maximum support from City funds shall not exceed $3,279 per quarter and, for the period of January 1, 1979 through January 31, 1979, City support shall not exceed $1,092 for expenditures approved by the Mayor's Advisory Committee .
