In the 1978--79 budget, the City Council approved funding for
the construction of a materials slab and walls at the Public
Works Center. The purpose of the slab and walls is for
storage of chips for the chip seal program and also for
storage of sand, A.C. cold mix, and. crusher run aggregate.
Construction of the slab will conserve the limited space
available in the already overcrowded yard.
At 2:00 p.m, on August 8, 1979, in Conference Room 5 of the
Public Services Building the City Engineer received sealed
bids for ttie "Construction of a Material Slab and Retaining
Walls at the Public Works Yard, 707 "F" Street." (See the
attached sketch for location and extent of work.)
This project was actually bid as two separate projects.
Each of the projects can be individually awarded to the
lowest responsible bidder for each division. The divisions
are:
DIVISION 1 - MASONRY CONCRETE BLOCK RETAINING WALLS
This work includes the preparation of the site, placement of
footings, construction of masonry concrete block retaining
walls, and miscellaneous related work as required by the
plans.

Cost of this project is being financed with revenue sharing
funds. City will continue maintenance of facility after

This work includes preparation of the site, furnishing of
all Labor, materials, tools, equipment and incidentals
required to construct an 8--inch thick P.C.C. slab.
Bids were received from seven contractors as follows:

The low bid submitted by Callahan Bros, for Division 1
(retaining walls) is below the Engineer's Estimate by
$7.57.75 or 1.3%. The low bid submitted by L. R. Hubbard,
Jr. for Division 2 (8-inch thick P.C.C. slab) is below the
Engineer°s Estimate by $4,081.35 or 13%.
We have reviewed the low bids for both Division 1 and 2 and
find them to be acceptable. However, insufficient funds are
available to construct the entire project. I have reviewed
this matter with the Public Works Street Superintendent and
I am making the following recommendations:
1. That we award the contract for the construction of the
retaining walls.

inch thick P.C.C. slab.

DISCUSSION:
We believe it is important to construct the walls at this
time because they retain the construction materials in a
limited section of the yard.
The purpose of the 8" concrete slab is to reduce maintenance
problems that were anticipated witYi an asphalt floor. We do
not consider it appropriate at this time to appropriate an
additional $23,000- for construction of the slab floor. We
propose to install the slab floor if maintenance problems
occur with City forces on an as needed basis.
FINANCIAL STATEMENT:
Unencumbered funds available for this project = $31,000.00
Contract Amount for Division 1 = 13,847.25
10~ Contingencies (approximate) = 2,152.75
Total Estimated Construction Cost = $22,000.00
Subtotal = $ 9,000.00
Monies for Engineering Salaries = 2,00.00
BALANCE $ 7,000.00
STAFF RECOMMENDATION:
1. The City Council authorize the expenditure of $22,000
from Account No. 500-5000--RS-15 (Material Slab-Public
Works Center) for Division 1.
2. City Council accept the bids and award the contract to
Callahan Bros, in the amount of 519,847.25 for Division
1, Retaining Walls.
3. City Council reject the bids for Division 2, 8-Inch
Thick Material Slab.
4. City Council authorize the transfer of 52,000 from
Account No. 600-5000-RS--1~ to the General Fund to cover
Engineering salaries for design, surveying, and
inspection of this project.

of the provisions of the Charter of the City of Chula Vista, or

contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
