That system was subsequently modified in June ]_977. Engineering staff and the UUAC (Underground Utility Advisory Committee) have in recent months been involved in updating the current priority list. It has become apparent that the rating system is in need of further revision relative to "aesthetic benefit," and to the relationship between the proposed project and prey ious ( or approved) undergrounding projects . Relative to "aesthetic benefit" the now-approved rating system is based on the type of poles and number of cross- arms involved. The reviewers feel that the overall aesthetic benefit should reflect other pertinent factors and not be limited to only the facilities to be undergrounded. Other factors now proposed to be included are signs, street width, setbacks, street trees, etc. (See Exhibit A, Item B- 1} . The current rating system assigns points where the proposed project has a specified relationship to a PREVIOUSLY UNDERGROUNDED segment. The proposed system additionally recog nizes APPROVED undergrounding projects (See Exhibit A, Item C) . Exhibit B is a listing by priority number of the top 20 undergrounding conversion projects based on such rating system. The priority list is a summary of point totals obtained through application of the point system and is intended simply as a GUIDELINE for Council use in determining the actual sequence of projects to be undertaken. After adoption of this priority rating system, staff will return with a revised undergrounding program. NO64, THEREFORE, BE IT RESOLVED by the Citr Council of _ the City of Chula Vista that that revised rating system, shown _ ~ _ on Exhibit "A", and the listing by priority number of underground- ing projects resulting from said revised system, shown on Exhibit "B", all attached hereto and incorporated herein by reference as if set forth in full, be and the same are hereby adopted by the City Council.
