Report on request for financial assistance from Chula Vista
All Star Bobby Sox Teams

City Council referred an oral request for financial assistance of $1,000 from the
Chula Vista Bobby Sox teams to staff fora report and recommendation.
Both the Minor and Major All Stars of the Chula Vista Bobby Sox teams will be competing
in Buena Park for the National Championship on August 11-17 and August 18-24 re-
spectively. Since both teams won their district tournaments, expenses will be almost
double those of previous years when only one team competed. The players, officers and
parents have, through private donations and other activities, raised approximately
$4,000 of the $6,000 needed to meet the estimated expense.
Staff has reviewed Resolution No. 6327 that established a written policy when con-
sidering funding of private organizations or individuals. Staff does not believe the
policy was intended to cover, nor does it cover, this type of request. The policy
as written covers those requests involving non-profit organizations or individuals
engaged in providing functions or services of an interest to the City that might be
better performed through a contractual arrangement rather than by the City itself.
The request does not fit this description and, therefore, we cannot rely on the policy
in either recommending for or against the request. In staff's opinion, this request
involves both positive and negative aspects. Those positive aspects are: 1) a con-
siderable effort has already been made by the group to privately generate the funds
required. They have been fairly successful in this respect and are continuing their
efforts. They have resorted to a City subsidy only as a last resort when it became
known that both teams won their district championships; 2) Any allocation of funds
extended would be in behalf of an organization almost totally made up of Chula Vista
youngsters; 3) Participation by both teams in a national championship is somewhat of
an honor for the entire community; and 4) If their request for financial assistance
is approved, none of it or part of it may not be required if one or both teams lose
in early rounds of the tournament. Estimated expenses assume a full 8 days lodging and

food for each team. The League is willing to refund all or part of the allocation if
the full 8 days' expenses for each team are not incurred.
The negative aspects are: 1) The decision to fund would be subjective at best since
no specific policy has been adopted by the City Council that gives guidance in approving
or denying such requests; 2) Approval could lead to similar requests in the future
by other organizations or groups for national championship tournaments which are held
at much more distant locations and larger sums of money would be required (Little
League championships are held at Valley Forge, Pennsylvania); 3) The City Council has
found it necessary in this post-Proposition 13 era to severely restrict levels of ser-
vice provided throughout the City and these restrictions were mandated by the citizens
who voted for Proposition 13. Staff finds it extremely difficult to justify a
recommendation for approval of these funds when other recreation programs, by reason
of limitations of funds, have been placed on a self-supporting basis.
Staff, therefore, must recommend that this request be denied.

The Bobby Sox Soft ball Program purpose is to perpetuate an organ-
ized recreational program for young girls, 9 through 15, which stresses
self responsibility, citizenship, sportsmanship and friendship. It
gives the opportunity for development of girls physically, mentally and
socially using softball as a vehicle. The Chula Vista Bobby Sox League
of approximately 200 girls is proud of it's past accomplishments and
T'm sure we'll continue to be model representatives and citizens of our
country's finest city, Chula Vista.
The Chula Vista Bobby Sox League N;ajor All Stars have been for-
tunate enough in the past to win 3 National Championships for Chula Vista.
This year we are indeed proud that both our Piinor All Stars and our :ajor
All Stars won their respective District Tournaments in the San Diego area
and will be competing for the National Championship at the National
Tournaments being held in Buena Park, Calif. The Minor Tournament is
August 11 thru August 17 and the r:ajor Tournament is August la thru
August 24.
tde do have a problem however and that is raising the necessary
funds to send the tvo teams to the National Tournaments. The expenses
for the week at the National Tournament run approximately $3000.00 p,~
~~ and our fundraising efforts so far have raised approximately
$4000.00 so we still need approximately $2000.00 with very little time
to raise it.
The Chula Vista Bobby Sox League, while being a model representa-
tive of our fair city and bringing it 3 National Championships, has
always been able to take care of itself without asking the City of
Chula Vista for financial assistance. However, with both our :inor
All Stars and Major All Stars going to the Nationals, our financial
needs are much greater and so we must turn to the City of Chula Vista
much needed assistance.
If the City of Chula Vista could donate $1000.00 to help our
girls go to the National Tournaments then we feel that the on going
fundraising efforts of our girls will provide the balance of what is
needed.
Your serious consideration of our request will be greatly appreciated.

At the meeting of August 14, 1979, the City Council
considered the request of the Chula Vista Bobby Sox
teams for financial assistance($1,OOO) to defray expenses
of the two teams in playing in Buena Park for the
National Championship.
The motion was made to appropriate the sum of $500 to
help pay the traveling expenses of the teams.
Since the official action to appropriate the money needs
a 4/5s vote of the Council, the matter was continued
until the meeting of August 28 at which time a full
Council is expected to be present.
