CITY OF CHULA VISTA COUNCIL AGENDA STATEMEiVT Item No.' 9 For meeting of 7/10/79 ITEM TITLE Resolution 973 Adopting Revised Rating System for Utility Undergrounding Projects and Revised Undergrounding Priority List SUBMITTED BY City Engineer ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) Council first approved a rating system for determining the relative priority of various potential undergrounding projects in November 1972. That system was subsequently modified in June 1977. Engineering staff and the UUAC (Underground Utility Advisory Committee) have in recent months been involved in updating the current priority list. It has become apparent that the rating system is in need of further revision relative to "aesthetic benefit," and to the relationship between the proposed project and previous (or approved) undergrounding projects . Relative to "aesthetic benefit" the now-approved rating system is based on the type of poles and number of cross- arms involved. The reviewers feel that the overall aesthetic benefit should reflect other pertinent factors and not be limited to only the facilities to be undergrounded. Other factors now proposed to be included are signs, street width, setbacks, street trees, etc. (See Exhibit A, Item B- 1) . The current rating system assigns points where the proposed project has a specified relationship to a PREVIOUSLY UNDERGROUNDED segment. Exhibit B is a listing by priority number of the top 20 undergrounding conversion projects based on such rating system. The priority list is a summary of point totals obtained through application of the point system and is intended simply as a GUIDELINE for Council use in determining the actual sequence of projects to be undertaken. After adoption of this priority rating system, staff will return with a revised undergrounding program. (- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AbIENDING RESOLUTION NOS. 6684, 7105, AND 8668, ADOPTING REVISED RATING SYSTEBI FOR UTILITY UNDERGROUNDING PROJECTS AND REVISED UNDERGROUNDING PRIORITY LIST The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, in November of 1972, the City Council, by Reso- lution No. 6684, adopted a si:{-year utilities undergrounding program, later revised by Resolution No. 7105, adopted on the 27th of November, 1973 and Resolution No. 8668, adopted on the 14th of June, 1977, and WHEREAS, the Utilities Undergrounding Advisory Committee has reviewed the proposed revision of the rating system and the revised undergrounding priority list and recommends their adoption. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that that revised rating system, shown on Exhibit "A", and the listing by priority number of underground- ing projects resulting from said revised system, shown on Exhibit "B", all attached hereto and incorporated herein by reference as if set forth in full, be and the same are hereby adopted by the City Council.
