Fares in the City of Chula Vista

As Council is aware, Diamond Cab Company and Yellow Cab Company have
submitted requests for adjustments of fares in accordance with the
following proposed new schedule:
The taxicab rates of fare shall be one dollar ($1.00)
for the first one-fourth mile (or lesser fraction);
twenty cents ($0.20) for each additional one-fourth
mile and waiting time shall be set at Nine Dollars
($9.00) per hour. A surcharge of one-half the total
metered rate will be charged on all trips exceeding
twenty (20) miles.
This request was continued two weeks ago to the meeting of August 21,
1979. It was intended that the Council should consider a new proposed
regulatory ordinance for taxicabs which would eliminate the presently
utilized fare setting procedure. The proposed ordinance, a copy of
which is enclosed for consideration by the Council, but has not been
placed upon the agenda because the Assistant City Manager and the
Chief of Police have not had an opportunity to review it, would
establish a maximum rate schedule and would allow the individual cer-
tified operators to designate any rate which is within the ceiling
that is to be adopted. The ceiling would be subject to an annual
review by the City Council. The current rates would be required to
be posted in 1" lettering on the doors on both sides of the taxicab
as well as prominently displayed in the interior of the cab.

The proposed ordinance would provide for an open entry into the
market for any certified operators. Although the City of San Diego
has experienced some difficulties with their new approach, it is
generally agreed that it is a far more satisfactory method Of
regulation than has been in effect for many, many years and which has
produced recurring problems of an almost insoluble nature.
I would request that the Council proceed with the adjustment of
the rates at the present time with the understanding that the new
ordinance would be ready for action, either as written, or as Council
may wish to amend it, at the meeting of September 4, 1979. This
would mean that the new ordinance would become effective at the
end of October and in the meantime the cab companies can proceed
with the adjustment of their rates to their requested new schedule
and can prepare for posting of such new rates as required by the
new ordinance.
