For the past few years we have seen our police vehicles decrease in
size, power and over-all quality. On the negative side this has
resulted in a very cramped driver compartment, narrow rear seats
making it very difficult to transport prisoners, and lack of
adequate protection for officers involved in accidents as a result
of weakly constructed vehicles. In the future as the automotive
industry constructs lighter and smaller cars these problems will
become more significant.
A Checker has a wheel base of 120 inches. It has more than adequate
room in both the front and rear seats. The front seats have solid,
comfortable construction which we feel will contribute to fewer
complaints of back pains and fatigue. It is equipped with a glass,
bulletproof partition between front and rear seats which will provide
maximum officer safety and eliminate such nuisances as spitting on
the officer from the rear seat. The Checker has a complete and
well constructed frame which will provide greater safety in accidents.
The engine is a V-8, 350 C.I.D. It has speed acceleration equal to
the 1978 Chevrolet Nova and generates one more mile per gallon of
gas than the Nova. The Checker price of $8,478 is only a little more
expensive than the average police vehicle. At the same time we feel
that Checkers will operate effectively for at least 160,000 miles
which is twice the lifetime of our police vehicles.
We feel that it is appropriate to obtain the Checkers at this time
so that we can commence immediate comparisons between the Checker and
the Plymouth Volare. This is necessary so that we will have the neces-
sary information to make vehicle determinations for the'80-81 budget

It is our recommendation that under the provisions of
Section 2.56.170 of the Chula Vista Municipal Code the
Council waive the formal bidding procedure. This request
is based on the fact that currently Checker provides the
only vehicle that is both wide enough and. long enough to
effectively perform its police function and also possesses
the heavy duty accessories necessary in a police vehicle.
At the same time from a cost analysis basis the Checker
appears as though it will be significantly cheaper to
operate than the standard police package. I must conclude
that it would be in the best interest of the City to waive
formal bidding procedure. Thus we will be able to make a
meaningful comparison between the Checker and the Plymouth
Volare that will guide us in future purchases.

of the provisions of the Charter of the City of Chula Vista, or

contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
