Ever since the full opening of I-805 to thru north and southbound traffic in 1977, the
number of vehicles entering and exiting to and. from I-805 at Telegraph Canyon Road has
been steadily on the increase, particularly the conflict of turning movements of vehicles
entering and exiting the northbound I-805 traffic flow at Telegraph Canyon Road.
To date, the number of "reported" northbound turning accidents resulting at this location
have been as follows:

With the current growth in residential development to the east feeding higher volumes of
traffic onto Telegraph Canyon Road, the above accident potential is bound to increase.
Therefore, the Safety Commission offers the recommendation listed below under "Board/Com-
mission Recommendation".

Concur and direct appropriate Resolution to be drafted.
BOARD/COMMISSION RECOMMENDATION - The Safety Commission, at the June 13, 1979 business
meeting, voted 5-0 to recommend that the City Council use its leverage in requesting
CALTRANS to expedite the installation of traffic signals at the ON and OFF ramps of I-805
(particularly for northbound traffic) at Telegraph Canyon Road.

The City Council approved a joint powers agency agreement
between the City of Chula Vista and the County of San Diego
establishing the South Coast Organization Operating Transit
(SCOOT) on June 19, 1979. At that time Council expressed
the following reservations regarding the formation of the
SCOOT Board of Directors:
1. Council agreed that the governing body as well as
alternates to SCOOT should be appointed by the
respective member agency Board or Council from its
membership. The original agreement is unclear as to
whether the member agency may appoint either an elected
official or a staff person to the SCOOT Board. Also,
the original agreement states that the Board member
rather than the entire member agency Board or Council
appoints an alternate for him/her to the SCOOT Board.

2.. Council also expressed reservations regarding the
possibility of Chub== Vista becoming a minority member
on the SCOOT Board. Staf..f responded at the June 2~th
meeting that this could be a possibility if at least
two additional agencies become members of SCOOT. Given
the original Board membership composition criterion of
member agency LTF contribution of $500,000 to SCOOT,
there is a distinct possibility of the County having
two members on the SCOOT Board this fiscal year. This
is because the $500,000 can be composed of both capital
and operating expenditures. By limiting member agency
LTF contribution to 5500,000 of the OPERATING expenses
of SCOOT, Chula Vista will be assured of being the only
agency at present and in the f_oreseeabl.e future with
two members on the SCOOT Board of Directors.
In order to correct these two discrepancies, I propose
that Section 5 be modified by two amendments to read as
f_ol lows
5. BOARD OF DIRECTORS
a) Governing body
"The governing body of SCOOT shall be a Board of
Directors consisting of one member for each member
agency appointed by the respective eJ.ected Board
or Council FROM ITS MEMBERSHIP f_or the first
$500,000 LTF contribution TOWARDS OPERATING
EXPENSES from the agency to SCOOT. One additional
member shall be appointed by the respective
elected Board or Council from ITS MEMBERSHIP by
each member agency eahich contributes more than
$5(10,000 from its LTF account to THE OPERATING
COSTS OF SCOOT."
b) "Each member agency Board or Council shall
designate an alternate FROM ITS MEMBERSHIP to act
in the absence of its respective appointed Board
or Council member as a member of the SCOOT Board
of Directors for all purposes. Each member of the
Board of Directors shall serve at thu will and
pleasure of the elected governing body that
appointed him/her but no longer than four years."

County staff informs the Transit Coordinator that these
amendments to the SCOOT agreement are expected to be
approved by the Board of Supervisors on July 24.
