ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES x NO }
The Weed Abatement Program, conducted annually by the Fire Department, began May 1,
1979. Approximately 145 land parcels were cited for sufficient uncultivated
vegetation to be deemed a fire hazard and were posted with "Notice to Clean Premises"
signs.
The owners/agents were notified, either personally or by mail, and with the exception
of the attached list of land parcels, abatement actions have been taken.
Bids have been received from a private contractor to abate the fire hazards on the
listed land parcels.
City Code Section 8.32.050 provides that when the owner fails to take action, it shall
be the duty of the Fire Chief to cause the removal of such materials that create the
fire hazard. Charges shall consist of cost plus 25% and shall be entered upon the
real property tax assessment rolls and become a lien against the property.

FINANCIAL IMPACT
Appropriation of $1,500.00 from the unappropriated reserve of the General Fund is
requested to perform the necessary work. These appropriations should be carried in
Fund 100-1240-5298.

Enclosed is a certified copy of City of Chula Vista Resolution No. 9676
concerning weed abatement and authorizing the City Clerk to enter any
unpaid assessments upon the real property tax assessment rolls.
On July 27, 1978, by Invoice No. 2211 (copy attached), henry and Sophia
Bookspan of 666 Upas Street, Apt. 402, San Diego, owners of parcels
#566-010-31 and 32, were billed for weed abatement charges in the amount
of $375.00 pursuant to Section 8.32.060 of the Municipal Code of Chula
Vista.
To date the charges have not been paid and the amount of $375.00 will be
added to the real property tax assessment rolls for these two parcels.
Please handle in the appropriate manner.

PROCEDURE FOR SUBPrtITTING SPECIAL ASSESSMENTS
The Assessor may make changes or adjustments to the Assessment Roll
each year until July 1. It is therefore necessary for you to check
the parcel numbers, to which your Special Assessments apply, to the
I latest information available. A copy of the Assessment Roll, in
M parcel number order, gill be available for examination in this office,
P Room 163A of the County Administration Center after July 1st.

It would be to your advantage if you would submit your Special Assessments
to us early and in machine readable form (mannetic tape or punched cards).
However, if you do not have access to data processing equipment, we will
accept typewritten lists which we will keypunch. The charge to cover the
actual cost of converting the information into machine readable form, is
currently $14.12 per hour plus a 9'z~~ overhead charge, to be billed to your
District and paid by your District within 45 days.
The format for each type of input is attached. In the event you submit a
type-ti~ritten list ,• your lists will be:
1. Processed as received, without visual examination.
2. Applied mechanically to the 1979-30 tax roll and bills.

Any error items, such as a nonexistent 1979-80 parcel number, will be re-
jected. Any rejected item will be listed and the list returned to you for
correction and resubmission if you desire and adequate time (prior to August
10th) is available. If you do not wish to resubmit or there is inadequate
time, the rejected item will not be processed in the current year, 1979-80.
All special Assessments that you desire to have us place on the current County
tax roll must meet the requirements in the "Agreement for Collection of Taxes
and Special Assessments" that you have signed. Some of these requirements
are amplified as follows:
1. Each item must be applicable to only one tax rate area and one
parcel number.
2. The exact amount to be charged for the 1979-80 year (current year
only) must be shown. This amount should be shown in even cents so
that both of the two tax installments will be equal.
(If odd cents are reported, one cent will be dropped.)
3. STATE ASSESSED PROPERTY P9UST BE SO IDENTIFIED APJD LISTED SEPARATELY.
State Assessed property consists of all Public Utilities such as
telephone companies, gas and light power stations, railroad, etc.
It does not include any governmental agency owned property such as
cities, schools, etc.
If you have any special assessments to be billed to a governmental
agency, they should be billed by you. They do not appear on the
tax rolls as they are tax exempt.
4. Any correction or alteration of your Special Assessments, after
we receive them, must be made by a representative of your agency
prior to August 10. We are not permitted to alter your Special
Assessments in any way.
