COUNCIL AGENDA STATEMENT _.~/'~ Item No. 8 For meeting of 7/10/79 ITEM TITLE Resolution 9` ~y- Approving MOU concerning wages and other terms and condition of employment with Local 2180, I.A. F. F., AFL-CIO, for Fiscal Year 1979-80, and appropriating funds therefor SUBMITTED BY City Manager ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES X NO ) The City's negotiating team has concluded a Memorandum of Understanding (MOU) with the Fire Fighters Association. However, because ratification occurred after adoption of the 1979-80 budget, a special appropriation is required. The new MOU provides for the following salary increases and changes: 1. 6% salary increase effective July 13, 1979 for all represented employees. 2. 32% additional salary increase effective January 11, 1980 for all represented employees. 3. $70 per year uniform allowance will be provided for the purchase and maintenance of regulation fire uniforms. This is an increase of $20. In addition, during the term of the MOU, the City will provide unit employees with the initial issue of OSHA approved and required protective clothing. These OSHA uniforms will be the responsibility of the employee to maintain and replace unless damaged in the line of duty. Under these circumstances, the City will cover the cost of replacement or repair of the clothing. 4. One hour minimum time for emergency holdovers. Currently there is no minimum. 5. Payment for an additional hard holiday (total of six) will be provided on the first pay period following December 1st. 6. An additional 1/2 shift of vacation is provided during the second through fourth year of service. 7. The sick leave verification rule has been revised, allowing the City to require a doctor's certificate and/or personal sworn affidavit verifying the nature, severity and cause of the disabling in.iurv or illness. New to the Fire Fighter's MOU is a lay-off procedure, including the order of layoff. 9. The last major change to the MOU is the section "Term and Effect of Memorandum of Understanding", which includes a reopener clause. This item enables the City to open discussion regarding employment benefits if substantial revenues are not received due to governmental or court action. DAS:mab ~~~~
