NO X ) The City's negotiating team has concluded a Memorandum of Understanding with the Police Officers Association. The agreement reached with this unit provides for the following salary increases and changes: 1. 4% effective July 13, 1979 for all represented employees. 2. $30 per month longevity pay effective July 13, 1979 for the following eligible employees: a. $30 per month for Peace Officers with six (6) or more years of service. b. $30 per month for Sergeants with three (3) or more years of service in that classification. c. $30 per month for Lieutenants with four (4) or more years of service in that classification. 3. Effective the first pay period in January (January 11, 1980), the City will provide up to 6% contribution toward the employee's contribution to the retirement system. Most Police personnel currently contribute on their own behalf 6% or more, although in a very few instances the employee's contribution may be less than 6%. In those instances, the City will only contribute the lesser of the two amounts. If, by chance, legalities should prevent the City from providing this benefit, an equivalent pay increase of 6% on January 11, 1980 would be provided, with the retirement contribution substituted for the pay increase at a later date if all legal requirements can be met on or before June 30, 1980. Educational incentive pay for represented employees employed on or before June 30, 1975 was revised to provide 2 1/2% of base pay for any employee with an AA/AS degree, or 5% for an employee with a BA/BS degree. This benefit is not provided to new employees employed after July 1, 1975, and the benefit of 2 1/2% or 5% is applied regardless of the classification of the peace officer. Heretofore, the 2 1/2% for an AA/AS degree was only provided to those represented employees with the classifications of Peace Officer and Peace Officer/Agent, with a Sergeant required to have a BA/BS degree in order to earn an additional 2 1/2% and a Lieutenant not eligible at all unless he possessed a Masters degree. 5. Effective July 1, 1979, all tuition reimbursement benefits will be terminated. 6. Bilingual pay - Effective July 1, 1979, unit employees currently qualified and receiving bilingual pay will receive a flat $35 per month in lieu of 5% of their base pay. Unit employees qualifying for this benefit after July 1, 1979 will receive a flat $25 per month. 7. The sick leave verification rule has been revised, allowing the City to require a doctor's certificate and/or personal sworn affidavit verifying the nature, severity and cause of the disabling injury or illness. The agreement provides the employee must be notified of such a requirement at the direction of the Chief of Police at the time the employee notifies the Department that he will be absent because of illness or disability. 8. Unit employees employed on or before June 30, 1979 may receive payment of 20.83% for up to 120 days pay for accumulated sick leave earned since January 1, 1970, upon honorable separation from the City (maximum of 25 days). Prior to this change, unit members were entitled to 25% for up to 120 days (maximum of 30 days). Unit employees employed after June 30, 1979 will be entitled to sick leave reimbursement on an annual basis representing maximum payment of 25% of the remaining yearly sick leave. 9. Anew "Prohibited Practices" section (3.01) was incorporated into the MOU this year for the first time. This section outlines what the Association is required to do or not do in condoning or counseling its members to strike, slow down, disrupt, impede or otherwise impair the normal functions and procedures of the Department during the term of this agreement. Paragraphs i thru vI of .this section are not bindinn upon the Association on June 1, 1980 although the balance of the agreement extends through June 30, 1980. The incorporation of this 6/1/80~provision became critical in reaching an agreement with this unit. Without its inclusion, ratification by the Association might not have been accom- plished. 96~
