The City's negotiating team has concluded a Memorandum of Understanding with the Chula
Vista Employees Association. The agreement reached with this unit provides for the
following salary increases and changes: (See Exhibit "B", attached.)
1. 6 1/2 % increase effective July 13, 1979 for all represented employees.
2. 3% increase effective January 11, 1980 for all represented employees.
3. Exceptions: The following classifications, in lieu of the above, will
receive:
a. Engineering Technician I, II, and III - 9 1/2% effective July 13, 1979
3% effective January 11, 1980.
b. Library Page - 17% effective July 13, 1979
3% effective January 11, 1980
c. Senior Lifeguard - 12% effective July 13, 1979
3% effective January 11,1980
4. Effective July 1, 1979, monthly mileage reimbursement for employees using their
private automobiles for authorized City business will be as follows:

The total annual cost of the compensation package is estimated at $293,181. This
amount is within the guidelines established by the City Council

5. Application of the standby provision was changed from 10% of an employee's base
wage to a flat rate of $45 additional pay for each full biweekly pay period the
employee is assigned to standby duties. This change equalizes the amount of
remuneration an employee may receive when assigned standby duty, regardless of
classification and base salary. It also will not automatically increase as
base wages increase.
6. Application of the shift differential provision was changed from 5% of an employee's
base wage to a flat rate of $18.45 additional pay for each full biweekly pay period.
This change accomplishes the same end as referred to under Item 5 above relating to
Standby.
7. The definition of overtime was expanded to provide compensatory time or overtime
at one and one half times an employee's regular hourly rate or number of hours
worked. Heretofore, no provision was made for employees to earn compensatory time.
8. The sick leave verification rule for this unit, as well as for all units where
agreements were reached, has been revised to allow the City in its discretion to
require a doctor's certificate and/or personal sworn affidavit verifying the
nature, severity, and cause of a disabling injury or sickness of an employee.
The sick leave verification provision in this MOU requires the City to notify
the employee that a doctor's certificate will be required when the employee calls
in indicating that he/she will be absent by reason of illness or disability.
The revision of this provision is intended to strengthen the City's position
when it appears abuse of sick leave is occurring.
9. This unit has agreed to reimburse the City for costs incurred for dues deduction
in an amount not to exceed $.04 per member per pay period.
