BACKGROUND
1. The County Board of Supervisors, at their meeting of March 13, 1979,
adopted Resolution No. 26 of application initiating the subject reorganization
with LAFCO.

1. The proposed reorganization territory includes two vacant parcels of land.
(See Exhibit A) Parcel 1 is located at the northeast corner of East "H" Street and
Hilltop Drive and contains 8,769 square feet. Parcel 2 is located on the north side
of East "H" Street approximately 400 feet easterly of Hilltop Drive and contains
22,560 square feet.
2. The County of San Diego holds title to the subject parcels and intends to sell
the surplus land following annexation to the City of Chula Vista. In addition, the
County proposes to subdivide Parcel 2 into two equally sized lots so that all three
parcels can be sold for the development of single family dwellings.
PLANNING COMMISSION REVIEW
1. At their meeting of February 14, 1979, the Planning Commission upon request
from the County's Facility and Real Property Division addressed the proposed sale of
the subject parcels and its conformity to the Chula Vista General Plan.
2. Staff reported that the subject parcels are designated "Low Density Residential"
on the plan diagram of the Chula Vista General Plan and are appropriately prezoned
"R-1-10."

STAFF RECOMMENDATION
Adopt a resolution ordering the East "H" Street/Hilltop Drive Reorganization
involving an annexation to the City of Chula Vista and a detachment of the same
territory from the San Diego County Flood Control District - Zone 3.

3. The Planning Commission concurred with staffs recommendation and concluded
that the disposition of the County owned parcels in question is in conformance with
the Chula Vista General Plan.
LAFCO ACTION
At its regularly scheduled meeting of June 4, 1979 the Local Agency Formation
Commission passed and adopted a resolution approving the East "H" Street/Hilltop
Drive Reorganization involving annexation to the City of Chula Vista and detachment
from the San Diego County Flood Control District-Zone 3 of 0.719 acres of uninhabited
territory. LAFCO resolution, at paragraph seven states, "Pursuant to Government
Code Section 56271.1 the City of Chula Vista is hereby authorized to initiate reorganiza-
tion proceedings in compliance with Government Code Section 56430 et.seq. and this
resolution, without notice and hearing and without an election."
The action recommended in this report will initiate the said reorganization
authorized by LAFCO.
COMMENTS FROM CITY DEPARTMENTS
On December 6, 1978 the Department of Public Works, Police Department and Fire
Department were notified by staff and asked to comment on the proposed reorganization
and future sale of the subject parcels.
The following comments were submitted:
1. Public Works - A sewer main has to be extended to serve these properties.
2. Police Department - Police services can be provided without any special
problems.
3. Fire Department - The Fire Department had no comments regarding the proposal.
