REC IT;"aLS WHEREAS, the City desires to retain Rehabilitation Consultant in connection ith the implementation of the Community Housing Improvement Program (hereinafter ailed CHIP) as financed from the Community Development Block Grant Program of the ederal Government; and, WHEREAS, Rehabilitation Consultant is ready, willing and able to provide uch expertise to further the CHIP program. NOW, THEREFORE BE IT RESOLVED that the parties agree as follows:. 1. The above recitals are incorporated herein as if set out in full. 2. The City agrees to retain Rehabilitation Consultant for services con- ected with the CHIP program as described herein. 3. Rehabilitation Consultant shall perform those administrative services elating to the City's CHIP program utilizing Federal Block Grant funds, but not limited to as required day-to-day consultation with the Rehabilitation Housing nspector, officials of the Building and Housing Department and Community Develop- ent Department; promoting the CHIP program in designated neighborhoods of the ity; meeting and participating in negotiations with property owners and the esignated financial institutions including Fund Control institutions; providing ounseling services to property owners with regard to the program; recommend and ake changes to the CHIP manual as approved by either City Council or City CHIP an Committee; determine eligibility of homeowners to participate in CHIP program; operate as a liaison between homeowner, lender, contractor, fund control and v rious City agencies to expedite rehabilitation process; present loan package r quest to City Loan Committee for approval; act as recorder for City Loan Com- m'ttee and Trailer Loan Committee; perform final inspection for fund release in a 1 rehabilitation work; act as liaison for the CHIP program to Director of C mmunity Development. I addition, Rehabilitation Consultant shall attend seminars and other meetings o tside the City to keep abreast of Federal and State housing programs which may a sist the City in meeting the goals of City's Housing Assistance Plan as requested b Director of Community Development. 4. All services performed by Rehabilitation Consultant shall be conducted i connection with and under the supervision of the Building & Housing Director, 5. Rehabilitation Consultant shall be paid the sum of $1,300 per month due a d payable on the first of each month for the services provided pursuant to this a reement commencing July 1, 1979 and terminating June 30, 1980 unless otherwise a reed upon to extend the mutual consent of both the Rehabilitation Consultant and t e City Council. Rehabilitation Consultant shall also be reimbursed for necessary - b~ -ut-of-pocket expense such as travel, in connection with the duties previously iescribed. Rehabilitation Consultant shall not undertake City expense out-of- ;own (Chula Vista/San Diego area) travel without prior approval of the City ;ommunity Development Director. 6. Rehabilitation Consultant shall submit a monthly statement to the ommunity Development Director detailing the services performed and the actual umber of hours worked. The Director of Community Development shall review this tatement prior to making payment and shall report to the City Council any sig- ificant deficiencies.
