The hourly, unclassified employees of the City are not currently represented, although.
an effort is currently underway by some hourly employees to gain recognition either as
a separate bargaining unit or being included within an existing unit. As the City
Council is aware, at various times throughout the year, the City may employ upwards
to 200 - 250 part-time employees, all of whom work anywhere from a few hours per week
up to just shy of 20 hours a week. No determination has been made at this time as to
how these employees should be represented, if at all, and exactly what changes should
be considered in relation to pro-rating of other fringe benefits enjoyed by full-time
employees. These and other matters relating to part-time employees will be under
study immediately.
Due to the fact that some of our part-time people have been and are working at a wage
substantially below the minimum wage of $2.90 per hour, the proposed schedule for these
individuals has been increased to a minimum of $3.00 per hour for Intern I, Recreation/
Aquatic Aid and Seasonal Assistant. As a consequence of these increases, higher level
part-time positions were also increased in order to maintain relationships between and
among various part-time classifications. As indicated on the attached Exhibit A,
these increases in terms of percentages vary from a low of 9% to a high of 18.6%.
While the minimum of $3.00 an hour slightly exceeds the current minimum, unless Congress
acts to the contrary, the Federal hourly minimum wage will increase to $3.10 per hour
on January 1, 1980. We have not proposed increasing the minimum to this rate because
the City is not legally required to pay the minimum wage and second, there is a possi-
bility that Congress will hold this January 1, 1980, increase in abeyance due to its
effect on inflation. We believe the increases as proposed are justified at this time
with the understanding that other recommendations in relation to wages and other work-
ing conditions of these employees may be forwarded to the City Council sometime during
the first 6 months of the new fiscal year.
