ITEM TITLE: PROGRESS REPORT REGARDING THE HIRD AVENUE
STREETSCAPE PUBLIC WORKSHOP

SUMMARY
On January 18, 2011, Council approved three minor amendments to the urban core
specific plan. The minor amendments that Council approved included: 1) reclassifying
Third Avenue between E and H Street from a four lane to a two lane downtown
promenade; 2) modification of the residential parking standards in the corridors district
and 3) adding the Outdoor Dining Design Guidelines as an appendix to the Urban Core
Specific Plan.
Included in staffs presentation to Council with those minor amendments was an
overview of the Third Avenue Streetscape Master Plan design and staff s public outreach
effort held during the overall design process. Staff indicated to Council that because the
Third Avenue Streetscape Master Plan is an important component of the revitalization of
Third Avenue that one final workshop to engage the public would provide value and be
beneficial to all stakeholders in this Master Plan. Staff indicated that they believed that
staff, the public and business owners would benefit from a final workshop. The final
workshop would close the circle on the public outreach effort and could possibly enhance
the Streetscape design. Council supported the Third Avenue Streetscape Master Plan and
the final workshop idea.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance
with the California Environmental Quality Act (CEQA) and has determined that the
activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines
because the proposed action consists of an administrative progress report that will not
result in direct or indirect physical changes in the environment. Therefore, pursuant to
Section 15060 (c) (3) of the State CEQA Guidelines the activity is not subject to CEQA.
Thus, no environmental review is necessary.

Council agrees to hear this update.

DISCUSSION
Since the Council approved the amendments on January 18, 2011, staff has been
developing the specifics of the final workshop. Staff is working with an outside
consultant who will facilitate and lead the final workshop with the public, business
owners and all other stakeholders.
PlaceMakers, is the consulting firm staff will be using and is a consulting firm that
specializes in facilitating charrette workshops for public agencies. They have facilitated
public workshop outreaches in 13 municipalities in 9 different states across the United
States. The consultant is believed to be a unique source for the City's needs and will
work with staff on the Final workshop for the Third Avenue Streetscape Plan.
Staff and the consultant will provide for Council a verbal progress report on the Final
Workshop. Dates and locations of the final workshop as well as other pertinent
information will be provided to Council at the February 22°d meeting and will also serve
as a "first communication" to the general public to promote greater attendance and
participation in the workshop.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found a conflict; in
that Council Member Bensoussan and Council Member Castaneda have property
holdings within 500 feet of the boundary of the UCSP areas, which is the subject of this
action.
