AND CERTIFYING THAT MATCHING FUNDS ARE OR WILL BE AVAILABLE THEREFOR DIRECTOR OF PUBLIC WORKS ASSISTANT DIRECTOR OF ENGINE CITY MANAGER ~ `7 ASSISTANT CITY NAGER ~7~ 4/STHS VOTE: YES ^ NO SiJMMARY The California Department of Transportation (Caltrans) has announced available grant funding for Fiscal Year 2011/2012 projects through its competitive Bicycle Transportation Account (BTA) grant program. The grant application deadline is March 18, 2011. Staff recommends submitting grant applications for $41,699 for the installation of Class III bike route signs and pavement mazkings along Broadway from C Street to Main Street and $194,530 for the construction of a Class II bike lane on Industrial Blvd. from L Street to Moss Street and L Street from Industrial Blvd. to Bay Blvd. ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the request for grant funds has not been approved and the action approving the project has not yet been approved, adopted or funded by the City of Chula Vista. Therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. DISCUSSION The California Department of Transportation (Caltrans) issued a Call for Projects on December 15, 2010, announcing available grant funding for Fiscal Year 2011/2012 projects through its competitive Bicycle Transportation Account (BTA) grant program. The intent of the program is to improve safety and convenience for bicycle commuters in the region. The BTA grant program is available to local agencies with adopted Bicycle Transportation Plans less than five years old. For Fiscal Yeaz 2011/2012 funding, the plan must be adopted by the local agency between January 1, 2006 and March 31, 2011. The plan must subsequently be approved by the Metropolitan Planning Agency (MPO) by April 15, 2011. A total of $7.2 million is anticipated to be available statewide with a maximum award for a single project not to exceed $1.8 million. The grant application deadline is Mazch 18, 2011. Funds must be encumbered the fiscal Yeaz that they aze awazded. Funds are then available for expenditure during the succeeding two fiscal years. The latest Bikeway Master Plan Update was approved by Council on February 1, 2011. It is anticipated that the report will be approved by the San Diego Association of Governments (SANDAG) by the end of February. These actions will qualify the City to apply for BTA grant funding in the Fiscal Year 2011-12 cycle. Staff reviewed the priorities in the recent Bikeway Master Plan to come up with recommendations for the BTA grant applications. The following projects are recommended by staff. All projects have gone through the environmental review process in accordance with the California Environmental Quality Act (CEQA) and have received a categorical exemption. Broadwav Bike Route Broadway has not been included as a bikeway in the past because it is a major arterial with heavy traffic, and staff wanted to encourage cyclists to use other routes. However, it continues to be widely used by commuter bicyclists as a major north-south route through western Chula Vista. The issue has become how the City can make this a safe route for bicyclists. KTU+A, the City's consultant for preparation of the Bikeway Master Plan, lists Broadway from C Street to the south City limits as the #1 priority for bike routes. This would be classified as an enhanced bike route, which would include shared lane markings (sharrows) as well as bike route signage. The "sharrow" mazkings would be painted on the faz right travel lanes in order to notify vehicle drivers that they will be shazing this lane with bicyclists. City staff will coordinate these improvements with local businesses in order to make sure that the improvements will be implemented smoothly. Total cost for this project is estimated to be $46,332. Staff recommends applying for a grant amount of $41,699 and providing a 10 percent local match of $4,633. 8-2 2122/ll, Item $' Page 3 of 4 Industrial Boulevard Industrial Blvd. from LStreet/ Bay Blvd. to Main Street was included as Priority #5 in the 2005 Bikeway Master Plan. It was assumed that an interim Class III bike route would be installed, with a Class II bike lane as the ultimate improvement. Subsequent to that date, the City constructed full street improvements, including curb, gutter and sidewalk and bike lanes, for the segment of Industrial Blvd. from Palomar Street to Ada Street, as part of the Palomaz Trolley Center improvements. Since the area immediately north of Palomaz Street is in a SANDAG- designated Smart Growth area, the City applied for and received Transnet Smart Growth grant funding for the construction of street improvements between Naples Street and Palomar Street (STL-361). The improvements include curb, gutter and sidewalk on the east side of Industrial Blvd. (there aze existing improvements on the west side) and bike lanes on both sides. The City subsequently received Federal funding for the construction of curb, gutter, sidewalk, and bike lanes along Industrial Blvd. between Moss Street and Naples Street as part of the Hazborside Elementary Pedestrian Improvements (TF-361). It is anticipated that construction for STL-361 and TF-368 will take place between August and November 2011. This project is included as Priority #6 in the 2011 Bikeway Master Plan. The staff estimate includes an additional five feet of pavement width on Industrial Boulevard from L Street to Moss Street and pavement marking/ striping on Industrial Blvd. and on L Street from Industrial Blvd. to Bay Blvd. This project will link the existing bike lane on Bay Blvd. to the north to the funded bike lane on Industrial Blvd. south of Moss Street. Historically, bikeway projects that provide linkage aze more likely to receive grant funding. Additional curb, gutter and sidewalk on the east side of Industrial Blvd. would not be eligible for funding and are therefore not included in the proposal. The total estimated cost is $216,144. Staff recommends applying for a grant of $194,530 and providing a 10 percent local match of $21,614. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the properties that aze the subject of this action. Staff Member Conflicts Verification By: Roberto Solorzano Date: January 26, 2011 CURRENT FISCAL IMPACT There is no impact to the General Fund from this action. The estimated total cost of $46,332 for the Broadway bike route and $216,144 for the Industrial Blvd. bike lane will be met, in part, with $236,229 in Bicycle Transportation Account (BTA) Grant funds, if awarded. The remaining required match of $26,247 will be met with funds from the City's annual Transnet allocation. If the grant is awarded, staff will return to Council with a recommendation to accept the funds, create a new Capital Improvement Program (CIP) project, and appropriate the grant funds into the CIP in Fiscal Yeaz 2011/2012 or 2012/2013. S-3 2/22/11, Item Qt Page 4 of 4 ONGOING FISCAL IMPACT After installation of these improvements, there will be minimal expenditures for routine maintenance. It is proposed that the City apply for a total grant amount of $236,229 and matching funds of $26,247 from the City's annual Transnet allocation. The City will have sufficient funds in the Fiscal Year 2011/2012 Transnet allocation to commit these funds. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista authorizes submittal of Fiscal Year 2011/2012 Bicycle Transportation Account (BTA) grant applications for construction of bikeways along Broadway and Industrial Blvd. ay~Q certifies that matching funds are or will be available therefor. s Presented by Richard A.
