These projects were budgeted under Other Transportation Program Fund, subkeys 73654 and 73681. In an effort to ensure audit compliance and meet SANDAG requirements to report them under "TransNet," it is recommended that the current year revenue and expenditure budgets be transferred to fund 227. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, prnsuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION The TransNet (SGIP) funds transportation and transportation-related infrastnichire improvements and planning efforts that support smart growth development. This program was developed based on the 2005 SANDAG Pilot Smart Growth Incentive Program. 7-1 2/22/11, Item Page 2 of 3 The goal of the TransNet SGIP is to fund public infrastructure projects and planning activities that will facilitate compact, mixed use development focused around public transit, and that will increase housing and transportation choices. The projects funded under this program will serve as models for how modest investments in infrastructure and planning can make smart growth an asset to communities arotmd the region, These investments should help attract private developers to build projects that, with the support of the TransNet-funded projects, create great places in the San Diego region. In addition, The TransNet Extension Ordinance and Expenditure Plan, approved countywide by voters in November 2004, includes an Environmental Mitigation Program (EMP) which is a funding allocation category for the costs to mitigate habitat impacts for regional transportation projects. The City of Chula Vista was awarded over S3 million dollars in capital and planning projects that were adopted in the FY2009-10 CIP Program. However, in an effort to ensure audit compliance and meet SANDAG requirements to report them under "`transNet," it is recommended that the current year revenue and expenditure budgets be transferred to the Transnet fimd 227. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and the property holdings of the City Council Members. Based on this review, staff has determined that this action, Revenue and Expenditure transfer is not site specific and consequently the 500 foot Wile found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision.
