SUMMARY
The California Border Alliance Group (CBAG) has requested the addition of three new
unclassified positions and adding seven additional positions to the official position count ofthe
Police Department. All positions are fully offset from various non-general fund revenue sources.
RECOMMENDATION
1) That Council adopts the resolution.
2) That Council places the Ordinance on first reading.

DISCUSSION
The Police Department entered into an agreement with the Office of National Drug Control
Policy in 1996 to be the fiscal agent for the California Border Alliance Group (CBAG).
CBAG is part of the Southwest Border High Intensity Drug Trafficking Area (SWHIDTA).
In essence, the City receives full funding, plus a 4% administrative fee, to hire and administer
salary and benefits for CBAG positions. To date, there are currently 17 CBAG positions with
the City of Chula Vista that aze fully funded from the Office of National Drug Control Policy
(ONDCP).
The Department is requesting the addition of three new unclassified position to the official
City classification listing, and the addition of seven positions to the official position count of
the Police Department. These positions are under the CBAG umbrella. The new classification
will need to be added to Municipal Code section 2.05.010 relating to the establishment of
unclassified positions.
These positions will be staffmg the new Imperial Valley Law Enforcement Coordination
Center (IV-LECC). The IV-LECC is amulti-agency counterdrug enforcement operation and
intelligence center, serving the Imperial County region. Law Enforcement Coordination
Centers aze aimed at improving law enforcement coordination and information shazing, as it
relates to criminal and terrorism intelligence, between federal, state, and local agencies, as
well as with other public safety and private sector entities.
New Classifications
The following classifications will need to be added to Municipal Code Section 2.05.010 as
they are new unclassified positions:
CBAG Director of IV -LECC
The CBAG Director of IV -LECC (Imperial Valley -Law Enforcement Coordination
Center) -will provide the daily administration of the Imperial Valley Law Enforcement
Coordination Center, as well as provide managerial, analytical and other senior manager
level duties.
The "E" step annual salary for this position is $106,342. This position is considered
"Unclassified" due to the nature of the funding for this position and will receive the "Sr.
Manager" benefit package.
CBAG Sr. Public Safety Analyst
The CBAG Sr. Public Safety Analyst will work with GIS based data to determine crime
trends and analyze locations specific cases to try and link suspects to crimes; provide
advanced analytical support to the IV-LECC, and other advanced analytical duties as
required.
The "E" step annual salary for this position is $77,842. This position is considered
"Unclassified" due to the nature of the funding for this position and will receive the
"Professional" benefit package.

CBAG Public Safety Analvst
The CBAG Public Safety Analyst will provide journey level crime analysis to the IV-LECC.
Two CBAG Public Safety Analysts will be added to the official position count of the Police
Department.
The "E" step annual salary for this position is $70,396. This position is considered
"Unclassified" due to the nature of the funding for this position and will receive the "CVEA"
benefit package.
Additional CBAG Classifications for IV-LECC
In addition to the positions listed above, to complete the staffing of the IV-LECC, the
following positions will also be added to the official position wunt of the Police Department:
CBAG Executive Assistant - to provide clerical support to the IV-LECC office as well as
direct clerical support to the CBAG Director of IV-LECC.
CBAG Network Administrator II -two positions will be added to provide network and
computer support to the IV-LECC.
Total Staffing Summary
The following is a summary ofthe position additions as detailed above:
1 -CBAG Director of IV-LECC
1 -CBAG Sr. Public Safety Analyst
2 -CBAG Public Safety Analyst
2 -CBAG Network Administrator II
I -CBAG Executive Assistant
These seven positions are budgeted outside the General Fund and in the Police Grant Fund.
Municipal Code Section 2.05.010 Amended
Municipal Code Section 2.05.010 will need to be amended to add the positions of CBAG
Director of IV-LECC, CBAG Sr. Public Safety Analyst, and CBAG Public Safety Analyst to
the list of unclassified positions. These additions have been underlined in the proposed
ordinance for easy identification.

DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not
site specific and consequently the 500 foot rule found in California Code of Regulations
section 18704.2(a)(1) is not applicable to this decision.

FISCAL IMPACT
Approval of this resolution will result in the appropriation of $249,702 to the personnel
services category of the Police Grant Fund. All CBAG positions are 100% fully reimbursed
through ONDCP, as well as other homeland security funds. The City receives a 4%
administrative fee for acting as the fiscal intermediary for CBAG. Because of the 4%
administrative fee for acting as the fiscal, there will be a net positive impact of $9,990 to the
General Fund in fiscal year 2011.
ONGOING IMPACT
There is no ongoing net impact to the General Fund as a result of these changes. All costs for
CBAG positions are fully reimbursed through ONDCP. The City receives a 4%
administrative fee for acting as the fiscal intermediary for CBAG. Because of the 4%
administrative fee for acting as the fiscal, there will be a net positive impact of $30,128 to the
General Fund in fiscal year 2012, which will be included in the fiscal year 2012 budget.

newly created Imperial Valley Law Enforcement Coordination Center (IV -LECC); and
WHEREAS, the City receives full funding, plus a 4% administrative fee, to hire and
administer salary and benefits for CBAG positions.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby authorize the addition of CBAG Director of IV-LECC, CBAG Sr. Public Safety
Analyst and CBAG Public Safety Analyst to the compensation and classification plan, authorize
an increase of seven positions to the position count for the Police Department and appropriate
$249,702 to the personnel services category of the fiscal year 2011 Police Grant Fund.

ORDINANCE OF THE CITY OF CHULA VISTA AMENDING
CHULA VISTA MUNICIPAL CODE SECTION 2.05.010
RELATING TO THE ESTABLISHMENT OF UNCLASSIFIED
POSITIONS
WHEREAS, the Human Resources Department has created new classifications to better
reflect the needs of the City's workforce; and
WHEREAS, Charter Section 500(a) requires that all new unclassified management level
positions be adopted by ordinance and afour-fifths vote of the Council.
NOW, THEREFORE, the City Council of the City of Chula Vista does ordain as follows:
SECTION I: That Section 2.05.010 of the Chula Vista Municipal Code is hereby amended to
read as follows:
2.05.010 Unclassified positions established.
In addition to those unclassified positions specifically delineated in Section 500 of the Charter of
the City, there are established the unclassified positions entitled Administrative Services
Manager, Advanced Planning Manager, Animal Care Facility Manager, Assistant Chief of
Police, Assistant Director of Engineering, Assistant Director of Finance, Assistant Director of
Public Works, Assistant Director of Redevelopment and Housing, California Border Alliance
Group (CBAG) Deputy Executive Director, CBAG Director - IV LECC, CBAG Director - SD
LECC, CBAG Accounting Technician, CBAG Administrative Analyst I, CBAG Administrative
Analyst II, CBAG Analyst, CBAG Executive Assistant, CBAG Executive Director, CBAG
Graphics Designer/Webmaster, CBAG Management Assistant, CBAG Microcomputer
Specialist, CBAG Network Administrator I, CBAG Network Administrator II, CBAG Network
