The purpose of the award is to support adult literacy services in a library setting. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity, Appropriating Grant Revenue for support of the Library's Literacy Services, for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the activity is appropriating funds for educational reimbursement only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. RECOMMENDATION Council adopts the resolution BOARDS/COMMISSION RECOMMENDATION Not applicable DISCUSSION 5-1 FEBRAURY 22, 2011, Item S Page 2 of 2 The purpose of the grant from the California State Library through the California Library Literacy Services is to support adult literacy services in a library setting. Chula Vista Library was able to qualify for this grant funding for the first time since 2006 after resurrecting the library's literacy services by reopening the Education Services Wing at the South Chula Vista Library and partnering with a volunteer literacy organization, Laubach Literacy Council. This partnership has made possible the recruitment and training of tutors and enabled them to be connected with adults needing reading instruction. The funds will be used to maintain literacy services at a reduced level as a result of cuts to the library budget effective January 7, 2011. The grant will support staff hours and literacy materials. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2 (a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT There is no net fiscal impact from accepting this grant. The grant funds will be used to maintain Literacy services through the end of the current fiscal year. No appropriations are required, as the Library Department will use existing budget appropriations to continue these services through June. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS Not applicable Prepared by.' Stephanie Loney, Principal Librarian, Library 5-2 RESOLUTION NO. 2011- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A GRANT OF $41,000 FOR THE CALIFORNIA STATE LIBRARY AWARD THROUGH THE CALIFORNIA LIBRARY LITERACY SERVICES FUND FOR LITERACY PROGRAMMING AT CHULA VISTA LIBRARY WHEREAS, the Chula Vista Public Library received cone-time grant award from the California State Library's California Library Literacy Services Fund in the amount of $41,000 to support literacy services in a library setting; and WHEREAS, the purpose of the grant is to support adult literacy services in a library setting; and WHEREAS, the grant funds will be used to maintain adult literacy services by supporting staff time and literacy materials; and WHEREAS, an appropriation is not necessary at this time, as the Library Department will use existing budget appropriations to fund the services through the end of the fiscal year. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does accept a grant from the California Library Literacy Services Fund in the amount of $41,000 for Chula Vista Public Library's literacy program.
