The City Council on December 12, 1979, by Resolution 9405
approved an agreement with Kampgrounds Enterprises, Inc.
(Developer) for the preparation of plans, specifications and
construction of a sanitary sewer. This sewer extends
through the KOA"s property and will complete a portion of_
the City's Capital Improvement Project to construct a
gravity sewer to eliminate the Rosebank Pump Station.
In accordance with the agreement, the City is to reimburse
the Developer the lump sum amount of $4,055.00. This sum
represents the difference in construction cost between a ~"
and 8" sewer main, 3 sewer manholes and the additional
construction of 180 lineal feet of s3" sewer. No additional
compensation was to be paid to the Developer.
Since approval of that agreement the final plans were
submitted to the Spring Valley Sanitation District for their
approval. This was necessary because the new sewer is
connecting to the Spring Valley Outfall Sewer.

', This amendment will cost an additional $3,315 (estimated) for
', a total City contribution of $7,370. Not entering or amending
this agreement could cost the City $28,225 if the City had to
construct the entire 8" line plus purchase right-of-way across
Kampgrounds property.
Upon completion of the project the City will assume the
maintenance of the sewer line.

The District required changes be made in the design prior to
their approval. These changes included construction of an
additional manhole, a special connection to the existing
trunk sewer, and the construction of an additional 15 lineal
feet of g inch sewer. They also recommended locking lids
with water tight inserts be installed on the manholes
because the tops of the new manholes are below the 100-year
flood level in Sweetwater Valley. Staff agrees with this
recommendation since it will prevent flood waters from
entering the sanitary sewer system,
As per the previous agreement this Amendment requires the
City to pay for the new manholes and the difference in cost
between ~" and 8" sewer. The cost of connecting the g"
sewer to the Spring Valley trunk sewer is also a justified
City expense since the existing ~" connection would
adequately serve the KOA development.

The cost f_or the work to connect the new sewer line to the
Spring Valley Sewer will be on a time and material basis.
It is estimated to cost X1500. However, the previous
agreement included 5300 for this connection, thus the $1?..00
item in the above estimate.
I am requesr_ing that the Council amend the existing
agreement to include the additional work listed above; also
to authorize the additional expenditure of $3315.
