RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA FINDING NO SIGNIFICANT
ENVIRONMENTAL IDZPACT DUE TO COMMUNITY
DEVELOPMENT BLOCK GRANT CLEARANCE AND
DEMOLITION PROJECT
The City Council of the City of Chula Vista does
hereby resolve as follows:
WHEREAS, the Environmental Review Committee of the
City of Chula Vista has prepared an Environmental Review Record to
determine if the Clearance and Demolition Project proposed as part
of the Community Development Block Grant Program could have any
possible significant impact on the environment; and,
V+7HEREAS, a notice of the proposed finding of no
significant impact was given in accordance with the National
Environmental Policy Act; and,
WHEREAS, all other agencies having jurisdiction by
law and all other responsible agencies have been consulted to obtain
comments with regard to the environmental consequences of the project;
and,
WHEREAS, the Environmental Review Committee found that
the project would have no possible significant impact on the environment,
and forwarded the attached finding of no significant impact, ERR-79-2,
to the City Council of the City of Chula Vista for their consideration;
and,
WHEREAS, said finding of no significant impact has
been available to agencies having jurisdiction by law, all respon-
sible agencies, and to the public for an adequate period of time for
their review and comment.
NOW, THEREFORE BE IT RESOLVED by the City Council of
the City of Chula Vista as follows:
1. That the City Council of the City of Chula Vista
adopts as its record of this finding of no possible significant impact
the Council agenda statement on this agenda item and all of the
attachments thereto.
2. That the City Council of the City of Chula Vista
finds in accordance with the recommendation of the Environmental
Review Committee and the attached finding of no significant impact
that the proposed Community Development Block Grant Clearance and
Demolition Project will not have any possible significant impact on
the environment, and the attached finding of no significant impact,
incorporated herein by reference as if set forth fully, has been
prepared in accordance with the National Environmental Policy Act.

The project ;•~ill leave a beneficial impact on the environment in
that it caill be an incremental stop in the overall enhancement
of the Central Busin:~~s Listrict. The site is in the urbanized
area of Chula Vista ~~:hich is void of any natural or man made resources
or hazards.
L. Tr.eatr.:cnt of Environmental Impacts
The project will have a beneficial impact, therefore no changes
in the project are necessary to eliminate or minimize adverse
environmental impacts.
M. Alternatives to the Project
The alternative projects listed below were not selected for funding
because they ~•rould not enhance environmental qualities as much as
those projects chosen to be undertaken. Projects to be funded
which will improve public facilities and services include the
remo~~al of architectural barriers, the reconstruction of curbs,
gutters and sidewalks, the installation of a storm drain, and the
development and landscaping of par}c sites. These projects will
benefit traffic circulations, pedestrian mobility and drainage
control as ~•:ell as contributing to the aesthetic environment of
the community. Other projects to be undertaken include the acquisition
spot clearance of deteriorating structures and the rehabilitation
of existing housing. These projects should help eliminate sub-
stanuarci scru~tures anu assist in the maintenance of attractive
we].1 planned neighborhoods.

Since a higher quality living environment will result fro~.1 the
undertaking of the projects to be funded, the implementation of
no project }ias been rejc~ctcd. 'rho projects selected will not
create adverse environmental effects but rather enhance the overall
environmental settin~~. Therefore the implementation of these
projects is more desirable than the alternative of "No Project".

N. Conditions & Safeguards
~ The project will have a beneficial impact, therefore no conditions
` or safeguards are necessary.
O. Level of Clearing Findings
FINDING: A request to HUD for release of funds for the project
which is not an action significantly affectin the quality of the
human environment and no EIS is required.
The reasons supporting the above findings are:
1. This project involves an activity that will improve the
urban design of the community without involving any structure
of potential historic significance. There are no unique
physical features or processes near the project site nor will
there be any emission of any hazardous substances either
directly or indirectly which could curtail the range of the
human environment.
2. The project conforms to the long range goals of the City
of Chula Vista, therefore the attainment of short term goals
will not preclude the attainment of long range goals_
3. Relocation assistance has been provided to residents of
the subject properties and the proposed project will enhance
the human environment, not detract from the quality of life.
4. The project does not relate in any way that could produce
interaction resulting in a significant impact on the human
environment.

B. Project Data
The project consists of the demolition and clearance of physically
blighted structures within the Town Centre Redevelopment focus
area in Census Tract 127. The project's estimated cost is $5000.
C. Project Location and Existing Environment
The proposed project will be undertaken at the following sites
within the focus area:
1. 332 Center Street, Chula Vista - This site of 9443 sq. ft.
contains a contractor's building with office and warehouse and
open sheds. Existing improvements are of stucco, corrugated
metal roof and wood.
2. 314 and 318 Landis Ave., Chula Vista - This property's
size is 16,385 sq. ft. and has residential and commercial
improvements. These improvements are over 60 years old.
Existing on the property are five wood frame structures and one
concrete block commercial building.
3. 319 Madrona St., Chula Vista - This property is 18,506
sq. ft, and contains a vacant retail structure with an attached
warehouse. The main structure is of reinforced concrete and
concrete block and the attached warehouse is of corrugated
metal.
4. 339-337 Center Street, Chula Vista - This property is
8190 sq. ft. and consists of two single family residential
rental units. Both units are over 70 years old and of minimum
construction and condition. The improvements have asphalt
the siding and roof shingles with sheet rock walls and ceilings.
The project is in the urbanized area of Chula Vista and is void of
any significant natural resource. There are no natural hazards such
as earthquake faults, flood plains or unstable soils. The area
has a well developed urban infrastructure.
The primary source of noise in the project area is vehicular noise.
The resulting ambient noise level is about 60 dBA.

There is a wide range of land uses in the project area including
retail commercial, offices, bars, restaurants, very high density
residential, apartments, single family dwellings, parking lots and
a park.
See Exhibit 1 for a general environmental description.
