CITY OF CHULA VISTA COUNCIL AGENDA STATEP~EyT Item No. For meeting of ,3/13/79 _-~ ~_ Recommendations - East "L" Street between Melrose and Nacion Avenues SUBMITTED BY Ste Morrison, Chairman/Safety Commission ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO xxx) During the regular meeting of February 6, 1979, the City Council considered a staff/Safety Commission recommendation to provide left turn pockets on East "L" Street between Melrose and Nacion. The Council voted 5-0 that this problem be sent back to the Safety Commission with the suggestion (by the Council) that a "permanent solution may be no left turns, and the way to implement that as a solution". The Commission, at their regular business meeting held February 14, 1979, considered this matter, with particular regard to the Council's suggestion of "no left turns". The members, by a 4-2 vote, recommended the following: "That a traffic signal be installed at Melrose and East 'L', and that left turn pockets be installed at all intersections on 'L' Street between Melrose and Nacion." The following points were considered in a search for improvement: 1~ Removing the hill would be the best solution from a safety point of view, however, 'P the Commission accepted the staff's view that this action is not feasible; ~. Denying left turns by regulation only would be effective to the same extent that the current speed limit is effective; 3. Denying left turns by use of a median barricade would be effective and was proposed and supported by two Safety Commissioners. This proposal, however, was strongly resisted by several local homeowners who attended our meetings. It was also the opinion of other Safety Commissioners that a median barricade brings its own special hazard. A 6" curb immediately adjacent to the left side of a traffic lane would almost certainly be hit by traffic occasionally, and the resultant "careening" effect and loss of steering control might cause serious problems; 4. Slowing the speed of traffic, combined with providing regular gaps, was considered by the majority of the Commission as the best approach to solve this problem; 5. Installing left turn pockets at the remaining intersections not now covered would supplement the good effects of the additional traffic signal. As recommended by the Safety Commission, the changing of the signal at Cuyamaca and East "L" from a "demand only" to a "traffic control role" would further im rove s eed control and "platooning" (See Safety Commission A-113 entitled "Request topchangeptraffic signal at Cuyamaca and East 'L' Street from 'traffic/pedestrian' actuated to a 'fixed time sequence' controlled signal"). The following gentlemen attended one or more of the Safety Commission's meetings on this subject, and have been informed that Council will consider this item on 3/13/79: • ~ (A) Mr. Felix Paprocki, 942 Monterey Court; (B) Mr. George Thomas, 931 Monterey Court; (C) Mr. David Love, 924 Monterey Court; (D) Mr. Harry Olsen, 923 Mission Court; and, 4~f(E) Mr. J. G. Felber, 945 Monterey Court. While their views were not exactly the same, they did concur in the majority recommendation of the Safety Commission. It was significant that these local residents were generally leased with the left turn pockets originally recommended, and wholeheartedly rejected the median strip while supporting the traffic signal at East "L" and Melrose.
