East "L" Street is a major east-west arterial street carrying 20,000 vehicles a day and there have been many accidents occurring along this section during the past few years. • We believed that the left turn lanes would reduce accidents and stabilize the traffic flow on East "L" Street. It should be noted that insufficient time has passed to adequately evaluate changes in accident rates. However, our field observations indicate that the left turn pockets are working satisfactorily. Since the left turn lanes were installed, we have received several • requests from residents on Monterey Court and Mission Avenue for action to alleviate the access/egress problems for them to East "L" Street. The problems result from limited sight distance due to the vertical curve on East "L" Street between Melrose and Nacion Avenues and the lack of a refuge area for vehicles turning from East "L" Street onto l~lonterey Court, Mission Avenue and Nolan Way (see plat). Residents were invited to Safety Commission meetings in December, 1978, and January, 1979, to discuss alternative solutions with staff and commissioners. The discussion included: the modification (lowering) of the vertical curve to allow for better sight distance; installation of a raised curb median to eliminate left turns; and installation of a traffic signal to alternate vehicle right of way. However, it was realized that these solutions would be very expensive and should be considered for future Capital Improvement Programs (CIP), if necessary. STAFF RECOMMENDATION Install left turn lanes on East "L" Street between ~^~lelrose and Nacion Avenues. Evaluate this alternative over a 12-month period with a report back to Council in 19II0. "~ Form A-113 (Rev. 5/771 ~,. -• ~ Agenda Item No. For Meeting of 2/6/79 Supplemental Page Two It was decided by staff and Safety Commission that the best, low cost solution would be the continuation of the left turn lanes easterly from rielrose Avenue to Nacion Avenue (see plat). This restriping would provide primarily for a refuge area for vehicles turning left from East "L" Street and secondarily a partial refuge for vehicles turning left onto East "L" Street. Traffic Engineering staff recommends this alternative be used and evaluated for a 12-month period. After the 12-month period, further action or a more expensive alternative may be recommended. The provisions of the left turn lanes necessitates removal of on-street parking between Monterey Court and Nolan Way. Although there are four residences which front on East "L" Street in this segment, the • parking survey conducted prior to installation of left turn lanes last September, indicated that there was very little on-street parking. (During the week long survey, one vehicle was noted in front of one of these residences at one observation. Twenty separate observations were made during the survey.)
