HomeMy WebLinkAboutAgenda Statement 1979/06/19 Item 16CITY OF CHULA VISTA COUNCIL AGENDA STATEMEiVT ITEM T~ TLE SUBMITfiED BY ITEM E~(PLANATION Item No. 16 For meeting of 6/ 19/ 79 Resolution~63~Rejecting Bid for the Construction of Street and .Traffic Improvements at the Intersections of Bonita Road/Otay Lakes Road and East "H" Street/Otay Lakes Road City Engineer (4/5TH'S VOTE REQUIRED YES NOx ) At 11:00 a.m. on June 7, 1979, in Conference Room 5 in the Public Services Building, the City Engineer received a sealed bid for "The Construction of Street and Traffic Signal Improvements at the Intersections of Bonita Road/Otay Lakes Road and East "H" Street/Otay Lakes Road." The scope of the work includes furnishing and installing traffic signal and street light standards with foundations, vehicle sig nals, pull boxes, pedestrian push buttons, pedestrian indications, and constructing curb, gutter, sidewalk, curb inlet, asphalt paving and A.C. Berm. Only one bid was received. This bid was submitted by Griffith Company in the amount of $142,923.65 for Alternate #1 and $154,758.10 for Alternate #2. The difference between Alternate 1 and 2 was the amount of relocated and reconstructed curb, gutter, sidewalk and pavement at the intersection of Bonita Road/Otay Lakes Road. Alternate 1 provided for a free turn lane and no widening of Otay Lakes Road; Alternate 2 included some widening of Otay Lakes Road which will align the curb in front of the gas station with the existing curb adjacent to the shopping center. The bid is $33,670.65 or 30.8$ above the engineer's estimate of $109,253 for Alternate #1 and is $34,241.10 or 31.3 above the engineer"s estimate of $120,5.17 for Alternate #2. City Council approve the concept of the work shown for Alternate 2 at the intersection of Bonita Road/Otay Lakes Road. Only one bid was received. This lack of competitive bidding leaves the staff with inadequate information to justify spending funds 2.Oo over our estimate. 2. Based on recent bid results, we believe that some of the items bid for the traffic signal work are quite inflated. Staff recommends rebidding the work as two separate projects. This particular job has two distinct types of work which are normally done by two different types of contractors. The two types of work include the street surface improvements and the traffic signals. Because both types of work are about an equal share of the total contract, it causes problems in the bidding procedure as to who will be the prime contractor. Also to simplify the bidding procedure, staff is recommending that Alternate #1 not be rebid. GVe believe the added expense of doing Alternate #~ is approximately $1?,000 and it is justified to spend these additional funds in that it will facilitate simultaneous eastbound right turns, and westbound left turns thereby maximizing the capacity f_or the heavy volume of eastbound right turns in the a.m. and .m. peak hours at intersection of Bonita Road/Otay Lakes Road.
