At the March 8 Council Conference, staff informed the Council of potential
benefi s accruing to the City from the formation of a South Bay Transit
Joint owers Agency. Mayor Hyde thereafter attended a meeting on March 22
with o her South Bay Agency officials to discuss the possible establishment
of thi Joint Powers Agency (JPA) to provide public transit service to
South ay residents. Then, at the March 27 Council Meeting, staff was
instru ted to explore the formation of such a JPA and report back in a few
months of its findings and recommendations.
The at ached Joint Powers Agreement between the County of San Diego and
the Ci y of Chula Vista will establish the South Coast Organization
Operating Transit (SCOOT). As indicated in the report, neither the City of
Nation 1 City nor any other City wish to become a member with the County
and Ch la Vista of this particular Joint Powers Agreement at this time.

provid a discussion of the advantages and disadvantages of going with
an Agr ement and it concludes that at this time the advantages outweigh
the di advantages.
A coup e of items worth knowing: First, the County has already approved
the at ached Agreement and second, each day beyond July 1, 1979 that we
operat without an Agreement will cost the City about $330 per day out of
genera fund monies. Therefore, it is to the City's advantage to proceed
expedi iously in this matter, if, in fact it is determined that the City
should proceed with the JPA Agreelment at all.
Please refer to the attached report for a discussion and conclusions
as regards the City joining SCOOT.
