This proposed agreement is based on their unapproved budget, which includes a 10 cent fare increase (e.g. adult fare goes from $0.40 to $0.50) effective July 1, 1979. SDTC has informed staff that if their proposed budget isn't approved by the San Diego City Council, adjustments to the agreement will have to be made and will be included in a "First Amendment" later in the year, as in past years. This agreement is, in effect, an interim agreement in order to meet the CPO Board's July 1st filing date for appropriating available LTF monies. This agreement red uces SDTC's claim on Chula Vista's LTF monies from $158,424 in FY 1979 to $70,032 in FY 1980 (a reduction of $88,329) primarily due to the following two reasons: 1. Greater estimated passenger revenue credit due to higher overall fares and more estimated passengers on Route 32. 2. Higher estimated per mile and per passenger federal subsidy credit. It does not have to pay for any SDTC service out of its General Fund during this time period. STAFF (RECOMMENDATION Adopt resolution authorizing the Mayor to execute the FY 1979-1980 SDTC agreement. Financial data are compared below for the City's agreement with SDTC for FY 1978-79 and the interim agreement for FY 1979-80. This differs from the section of previous agreements which read "Either party shall give the other written notice of cancellation of the same within ninety days PRIOR TO JULY 1 of each successive year." This agreement also retains the following section of past agreements "City agrees that in requesting cancellation of service, major routing changes, or major schedule changes, notice will be given on or before July 1, November 1, or April 1, so that such changes can become effective within ninety days following these dates." Staff believes that the preceding sections adequately address the City's concerns regarding potential reductions and/or eliminations of SDTC bus service in Chula Vista. ~y~yy
