ITEM T~: SUBMIT' ITEM E; CITY OF CHULA VISTA COUNC 1 L AGENDA STATEMENT ~ Item No. $ „_ // For meeting of 6/5/79 Resolution 9~0~~ Accepting Bids and Awarding Contract for the Construction of a Storm Drain TLE System from Alvarado Place to and Beyond "H" Street, Chula Vista, California 'ED BY City Engineer {PLANATION (4/5TH'S VOTE REQUIRED YES NO x ) At 11:00 a.m. on May 10, 1979, in Conference Room 5, the City Engineer received sealed bids for "The Construction of a Storm Drain System from Alvarado Place to and Beyond "H" Street, Chula Vista, California." The scope of the work included installation of storm drain pipe, inlets, curb, gutter, sidewalk, drainage channel connection, asphalt paving, property restoration and other miscellaneous items of work. The City Council at the meeting of December 19, 1978, rejected bids received for construction of this project. Since the bid price was 42.6 above the amount budgeted for construction, staff recommended rebidding the project with alternatives to the original project. At that time it was staff's determination that the extraordinary high cost was not justified in relation to the benefits received. Three separate alternatives were bid. Supplemental Page Two Alternative 1. Was the ultimate project from Alvarado Place through a private easement to "H" Street and from "H" Street to the Central Basin Project southerly of "H" Street. Alternative 2. Extends from Alvarado Place to an existing concrete open channel wk~ich continues west to Corte Maria Avenue . Alternative 3. Primarily was to provide additional catch basin capacity on Alvarado Place and extended 56 feet west of the end of Alvarado Place tying into the existing 24-inch diameter pipe. (a) The advantage of this alternative is that it would complete the storm drain system as outlined in the Fogg Report (City's Master Drainage Study) and would definitely eliminate any flooding due to a ten year frequency storm both in Alvarado Place and portions of Corte Maria and "H" Street. This alternative would also use an existing pipe installed under "H" Street many years ago in anticipation of this construction. DISADVANTAGES. (a) The cost is much higher than anticipated by the CIP Committee. (b) A portion of this project will be very difficult to ~~~~ Agenda Item No. 8 For Meeting of 6.5 79• Supplemental Page~Three construct and severely disrupt many of the back yards in this neighborhood. (Staff has a slide to demonstrate this fact.) ALTERNATIVE 2 ADVANTAGES. (al 'this alternative w©uld complete the ten year design storm and remove the inadequate 24-inch storm drain that presently exists between Alvarado Place and the concrete channel (see sketch). (b) This system would be designed so that in the future the project could easily be extended and completed as proposed in Alternative 1. (c) Although there would be some disruption to private property, this alternative would be considerably less disruptive than Alternative 1. (d) This project can be completed within the budgeted funding . DISADVANTAGES (a) This alternative would not complete the final ultimate project as recommended in the Fogg Report. (b) Although not as serious as Alvarado Court, there would still be street flooding on Corte Maria and "H" Street. (c) This alternative is considerably more expensive than Alternative 3. ALTERNATIVE 3 ADVANTAGES (a) This alternative is the least expensive of the three alternatives. Although this alternative will not carry a 10-year design storm, it will increase the capacity of the existing storm drain system by about 50$. (b) This alternative would be the least disruptive to private properties. (c) This alternative could be fully incorporated into the ultimate project in the future. ~~ Agenda Item No. 8 For Meeting of 6 5,79 Supplemental Page Four DISADVANTAGES r.~~ "V (a) This alternative would not complete the ultimate design project for this drainageway. (b) There still may be flooding of the garages at the end of Alvarado Court even though the .frequency of that flooding would be greatly reduced. Engineering staff recommends that the contract be awarded to construct Alternative 2. This alternative can be constructed within the budgeted amount for the project. It will install a significant portion of the originally intended ten year desig n project and also use an existing concrete channel that has adequate capacity for a ten year flow. Under this alternative the frequent flooding of the garages at the end of Alvarado Place would be eliminated entirely for a storm with a ten year frequency. Corte Maria and "H" Street will still receive the water as they do now, however, it is staff's opinion that this will not be unduly restrictive to traffic and this alternative will not flood any residences. Should it be determined in the future that the amount of water on Corte Maria and/or "H" Street is unacceptable, then this project can be expanded to Alternative 1. A transparency and slides are available for Council viewing. FINANCIAL STATEMENT: Revenue Sharing funds in the amount of $101,300 were budgeted in the 1977-78 Capital Improvement Program for "Storm Drain -Alvarado Place to Channel South of "H" Street" project RS-04. Sufficient funds are available to construct Alternate ?..
