COUNCIL AGENDA STATE"IENT Item No. ~ For meeting of x`5/79 ITEM T [TLE RESOLUTION: f~~~Approving Amendment to Civil Service Rule V, Section 7 SUBMIT~'ED BY ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO X ) The a tached rule change was prepared in response to questions which had arisen regar ing extensions of probationary periods. In the past, extensions had been grant d when an appointing authority was unable to make an informed decision on award ng permanent status. The inability generally stemed from a change in employee behavior shortly before the probationary period was over. Sometimes the employee was simply exhibiting continued marginal behavior and the appointing authority wishe to provide a "last chance" for the employee to improve. Altho gh the extension of probationary periods had been operating for many years the r les did not provide a procedure for these extensions. The new procedure will allow. the present practice to continue in an orderly way. It sets perimeters which efine the conditions under which an extension may be granted, and puts an upper limit on the length of extensions. The at ached wording was distributed to all employee groups and department heads and op ortunity to respond was given.
