Briefly, this alternative will provide a heating, ventilating, and cooling system (H VAC) with a minimum of building modification, insulation on the roof, an economizer, and new toilet facilities. There will be some modification to the interior so that the bolding is more usable for Council members and departments, bwt for the most part, modifications other than for the HVAC system will be kept to a minimum. ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) Since that time, staff and Mr. Goldman have been negotiating an agreement for him to provide the architectural services required to take the schematic drawings and proceed through construction. Mr. Goldman has submitted a proposal to accomplish the project fora fee of $47,000. I believe that this is a fair and reasonable fee for the project. The job itself is one that requires meticulous attention to detail and because it is a renovation, may present hidden surprises for the architect once he actually proceeds through design and construction. 'the American Institute of Architects, when it last published curves showing percentages of fees to construction cots, recommended a range of 10 to 18 percent for a renovation job. I am requesting another $284,000 in the fiscal year 79-80 budget. The $47,000 for the architect's fee, plus Oo ($4,700) for contingencies, could properly be expended out of he $250,000 already budgeted in RS17. I am therefore requesting hat Council authorize the expenditure of $51,700 for the rchitectural agreement from RS17. COMMENDATION Approve the attached agreement with Donald R. This percentage i,s presented only as a guide for decision making. The American Institute of Architects recommends that architects not base their fees on a percentage of cost but rather base their fees on an estimate ~f the time required to accomplish the job. This is what Mr. oldman and his consultantshave done. have been quite satisfied.. with Mr. Goldman's work on the ublic Services Building. Even though the Public Services uilding was a renovation, the total number of change orders nd the total cost for those change orders were much less ban one might normally expect in a renovation project of hat magnitude. If the Council elect's not to approve the agreement ith Mr. Goldman tonight and requests that I receive ubmittals from other architects and negotiate an agreement ith another architect, the schedule which I give below and he one attached will be extended by another two to three onths. he agreement provides for Mr. Goldman to render the rofessional services required to complete the renovation of ity Hall. The scope of the project is as defined in odified Alternative 4 of t~~~lhe "Modification of the Civic enter Administration Building, Chula Vista, California, thematic Submittal." The ''initial estimate of probable uilding construction and renovation costs is $426,000. r. Goldman would render his professional services in three hases: the Design Development Phase, Construction Documents base, and Construction Services Phase. The first two hases, including review time by the City, will take three onths. However, as Mr. Go''ldman will not be able to begin he project until about the first of June, the agreement rovides for four months. Naturally, both staff and Mr. oldman will attempt to proceed through those first two hases in as short a time as possible.
