1. The applicant has submitted a precise plan for the development of a
,500 sq. ft. (0.88 acre) parcel located at 1887 Nirvana Avenue in the Otay
iustrial Park in the I-P zone.
2. On April 25, 1979 the Planning Commission adopted the Negative Declaration
on IS-79-52 which is herewith forwarded to City Council.
B. DISCUSSION
i
1. Existing site characteristics.
The subject property is a vacant 38,500 sq. ft. (0.88 acre) through lot
si uated between Nirvana Avenue and Otay Valley Road. Access to the site is by
wa of Nirvana Avenue as the property is approximately 17 to 20 feet above Otay
Va ley Road and there is an existirjg 2:1 slope adjacent to the road. The
re ainder of the site is relativelyi level, sloping gently to the southwest corner
of the property. The only improver~ents on the property consist of a 6 ft. high
wo d fence located at the top of thje slope adjacent to Otay Valley Road and
pa chy landscaping on the slopes wf~ich have been overrun by weeds due to lack of
ma ntenance. ~~
2. Proposed plan.
The applicant proposes to jconstruct a 13,000 sq. ft. steel and rock veneer
tri "L" shaped building on the eas',terly and southerly portions of the site.

City Council action are required prior to issuance of a building permit. The

WHEREAS, Ordinance No. 1451 adopted by the Chula Vista City Council on
7, 1973 established the zoning'... for approximately 230 acres of property
located north of Otay Valley Road,. 600 feet east of Brandywine Avenue, as I-P,

detrimental to the health, safety or general welfare of persons residing or working

BE IT FURTHER RESOLVED that the City Planning Commission recommends to the
Cjty Council the approval of the precise plan submitted by Rafael Ficachi and

rvana, subject to the following conditions:
1. A landscape and irrigation plan shall be submitted and approved prior
to the issuance of a building permit. The landscaping plan shall
indicate that the existing slopes along Nirvana Avenue will be cleared
of weeds and debris and all other slopes brought into conformance
with the approved landsdape plan for the Otay Industrial Park.
2. Fencing in accordance with the precise plan guidelines shall be provided
on each side property line.
3. The grading shall be adjusted so that the top of the slope bank on the
east side coincides with the side property line.
4. The parking area shall be revised to provide a minimum 15 foot wide
one-way drive for the angled parking stalls, with curb planters designed
in accordance with standard city drawings (ref. Landscape Manual).
