BACKGROUND 1. This item involves a propo ed amendment to the General Plan Diagram, to change the designation at the nort~iwest quadrant of "C" Street and Del Mar Avenue f om High Density Residential to Medium Density Residential (see Exhibits A & B). 2. The unincorporated territo~'~ry in question was prezoned R-1, Single Family R sidential, on October 17, 1978, yin anticipation that this property would soon b annexed to the City. B. ANALYSIS 1. Last Fall the Commission a d Council based their endorsement of the R-1, ogle Family, prezoning of the su~ject property on the findings that "the majority the properties within the proposed annexation boundaries are developed with igle family homes and new single family construction has occurred recently in area'.', and that "the R-1 zone ~vill preserve the single family residential ~.racter of the area as well as tie natural slopes on the west side of Del Mar ~nue. " 4. The General Plan is partially founded upon the city-planning principle ~t existing, sound single-f amily'~residential areas should be protected from tiple-family incursions, and the resultant disruptive and erosive effects ~reof. It is now appropriate, t~erefore, to amend the General Plan Diagram from Ih Density Residential to Medium'Density Residential, in order to achieve the ~t desireable residential densit,~ for the lands in question. 5. Project Setting The proposed project involves approximately 22 acres located nor h of C Street between Nort~ Third Ave. and Second Ave. The sub ect property includes 52 separate parcels which are primarily on elatively large lots develpped with single family homes. Two par els totaling 2.18 acres ark vacant. ~„_ Ele ations slope from 85 ft. ASL to 25 ft. ASL in the southwest and in the northwest to 15 ft.'',ASL which is located within the Swe twater River flood plain. ',(See Exhibit #1) All vial soils may be present in the area located within the flo d plain. No major natural',resources are known to exist within the vicinity, however. Special Report 123, published by the Calif. Div of Mines and Geology, indicates that an inferred earthquake fau t may be located in the northwest corner of the project area. B. 'Project Description The project entails the prezoning and annexation of a County island int the City of Chula Vista i~ accordance with the provisions of the Municipal Organization Act'of 1977 (MORGA) The site is currently zon d R-2 in the County and, R-3-L and R-1 prezoning is proposed. (Se Exhibit #2) The prezonim,g would permit the same or lower den ity than that allowed by the current County zoning. C. Compatibility with zoning and plans Pro osed R-1 prezoning is in conformance with residential densities des gnated by the General Plan's D- Identification of en.vironunental effects .l. Environmental hazards described in Section J of Exhibit B- Evaluation Sheet will dot effect the proposed action. 5 g5 2. Growth Inducincr Influences An exation to the City of Chula Vista would allow the extension of City Services to the subject property. These services, co nection to the City sewer system for instance, could en ourage further developmentof vacant properties involved. 3. Sewer Capacity. Th proposed annexation will make sewer services available to 52 pa cels and an additional 168'potential units. Additional flows ge erated will have the potential to further exacerbate existing ca acity conditions at the Metropolitan Sewage Treatment facility. Du to the number of dwelling units concerned, however, limited im act would be experienced. E. Findings of insisignificant i~hpact 1. The project area has beef subject to urbanization for many ye rs and since the proposed fictions will not result in any gr at physical change, and dui to site characteristics, no na ural resources nor hazards''will be affected. 2. The project is in conformance with the Chula Vista General Pl n and associated elements end is not anticipated to achieve sh rt term to the disadvantage of long term environmental goals. 3. Effect on sewer capacity, will be limited and no impacts wh ch could interact to create a substantial cumulative effect on the environment are anticipated. 4. The project will not have any effect on traffic or as ociated emissions nor will'the project result in any ha and that could prove detri$riental to human beings. F. GPA-79-5 RESOLUTION OF THE CITY PLANNING COt`1MISSION RECOMMENDING TO THE CITY COUNCIL AN AP1ENDMENT''TO THE GENERAL PLAN FOR APPROXIMATELY ELEVEN ACRES LOCATED IN THE NORTHWEST QUADRANT OF "C" STREET AND DEL MAR AVENUE FRONT HIGH DEI'iS~TI' RESIDE~!TIAL lU MEDIUM DENSITY RESIDENTIAL q as WHEREAS, an area of approximately 11 acres located at the northwest irant of "C" Street and Del ~~1ar Avenue and designated on the General Plan high Density Residential was pre7oned R-1, Single Family Residential, on October 17, 1978, and WHEREAS, the City Planning Commission set the time and place for a public hea ing to consider changing the designation on the General Plan to Medium Den ity Residential to assure conformity of the General Plan and the prezoning if he property is annexed to the city, and WHEREAS, a hearing was held a~ said time and place, namely 7:00 p.m., Apr'1 18, 1979, in the Council Chambers before the Planning Commission and said hea ing was thereafter closed, and WHEREAS, the Commission found that in accordance with the Negative Dec aration on IS-78-77 and the findings stated therein, this project will have no ignificant adverse environmental impact and recertified the Negative Declar- atibn. pub an 11 , NOW, THEREFORE, BE IT RESOLVEp AS FOLLOWS: 1. From facts presented to tC7e Commission, the Commission finds that is necessity, convenience, general welfare and good planning practice require mendment to the General Plan to'change the designation of approximately Gres as shown on the attached E~chibit A from High Density Residential to Medium Density Residential. 2. The findings of fact in syapport of said determination are as follows: a. The majority of the properties within the proposed annexation boundaries are developed with single family homes. The R-1 zone will preserve the single family residential character of the area as well as the n~tural slopes on the west side of Del Mar Avenue. b. The Medium Density Residential designation will achieve the most desirable residential density for the lands in question. 3. The Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. .
