On January 11, 1979, the City Council approved a list of projects for inclusion in the
Three Year Housing and Community Development Block Grant and directed staff to prepare
the application for submittal to HUD. Prior to Council's consideration of the applica-
tion, additional public input may be taken,
The actual application presented herewith as item b has been developed with the assis-
tance of citizens and staff. This program, upon Council approval, will be submitted
to State and Regional clearinghouses for review. The review must begin by March 1, 1979
to allow HUD approval by July 1, 1979.
This year's application contains a three year Community Development and Housing Plan
Summary which details the City's needs and strategies relating to housing and Community
development, and an Annual Community Development Program which details those projects
for which funding during 1979-78 will be provided. Attached is a list of the projects
to be implemented during the next three years and a narrative on the Housing Assistance
Plan.
Housing Assistance Plan (HAP)
The Housing Assistance Plan is an examination into the housing conditions, needs and
goals as they related to low and moderate-income persons. From the data compiled, a
number of observations were established from which the goals are recommended.

City Manager recommends this item be continuzd to a Council Conference on February 22,
1979 to accommodate potential revisions to the Block Grant program caused by actions
on item number 15; adopting resolution and forwarding application to CPO, Housing and
Community Development Department, State of California and HUD would follow the Council
.Conference.

Housing Needs
The HAP identifies 5,381 low and moderate-income households that are in need of
housing assistance. The majority of these persons are elderly and small family--
female headed households.
Three Year Goal
The Department of Housing and Urban Development requires the City to establish a
three year goal based on identified needsf by household typefof 15%. Staff is
recommending that the City establish a goal of 1,275 households or 23%. Twenty-
five percent of the need to be met would be for elderly citizens and 68% would
be for small families. The majority of the need will be met through the Section
8 Existing Rental Assistance Payments Program.
Annual Goal
During the first program year, a goal of 483 assisted units is recommended. Two
major categories of assistance are recommended: Section 8 New Construction (200
units) and Section 8 Existing Rental Assistance (215 units). The prime target of
this assistance would be for elderly and small families..
