These notices were published and circulated by the State Clearinghouse. No comments were received by City staff and the State has indicated that they have received no comments. These findings are, therefore, ready for consideration by the City Council. Project Description Nine projects were reviewed by the Environmental Review Committee. Two projects were a continuation of a previously commenced Block Grant activity and eight were new projects. The continuing projects are as follows: 1. Senior Citizen's Service Center 2. Local Development Corporation The new projects which have been added to the Block Grant program and are subject to the environmental review are: 1. Vista Square Neighborhood Multi-year Program (ERR-79-8) 2. Mueller School Neighborhood Multi-year Program (ERR-79-9) 3. Feaster School Neighborhood Multi-year Program (ERR-79-3) 4. Third Avenue and Parkway Storm Drain (ERR-79-4) 5. Senior Citizens Building Rehabilitation (ERR-79-5) 6. Garrett/Landis Alley Improvement (ERR-79-6) 7. Box 1087 Chula Vista, California 92012 (714) 575-5104 TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: The above named City proposes to request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL-93-383) to be used for the following project: The project involves a multi-year program designated as the Vista Square Neighborhood Mulit-year Program. This project entails the preservation and rehabilitation of the Vista Square Neighborhood. Activities to be \ undertaken during the period of July 1, 1979 through June 30, 1982 include low-cost housing rehabilitation loan programs, development of a neighborhood park, street and sidewalk improvement, removal of architectural barriers and a code enforcement program. This project is to be located in census tract 127 with a total three-year estimated cost of $433,000. The Housing & Improvements Loan Program offers low-cost home improvement loans to low and moderate income homeowners.with which to rehabilitate their homes. Loans will be made pursuant to an agreement entered into between the City of Chula Vista and local lenders. Estimated cost for the activity is $150,000 for three years. The Code Enforcement Program involves the inspection of existing homes within census tract 127. The purpose of the inspection is to identify homes. with Building Code violations in conjunction with the City's Housing and Improvement Program. Estimated three-year cost for this activity in census tract 127 is $40,000. The Street and Sidewalk Improvement Program for census tract 127 includes the rehabilitation, construction and installation of sidewalks, curbs, alleys, gutters, streets and street lighting. The physical appearance of the neighborhood will also be enhanced through additional landscaping. Estimated cost of these improvements is $49,000. The Park Development and Landscaping Project entails the development of a neighborhood park at Vista Square Elementary School. This development includes the installation of turfing and playgroud equipment for area residents of an estimated cost of $110,000. Also planned is landscaping and improvements to Memorial Park. This park, located in census tract 127, serves the many seniors who live within walking distance to the park. Estimated cost if $50,000. Another physical improvement for the Vista Square Neighborhood is the rehabilitation of the Memorial Park Gym. Plans call for the exterior of the gym to be renovated and improved. Estimated cost is $20,000. The removal of architectural barriers which restrict the mobility and accessibility of elderly or handicapped persons is also planned for the neighborhood. Estimated cost for this activity in census tract 127 is $14,000. It has been determined that such a request for release of funds will -got constitute an action significatly affecting the quality of the human environment and, accordingly, the City has decised not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL-190). The reasons for such a decision not to prepare such Statement are as follows: 1. The three-year project involves the following preservation and rehabilitation activities: Housing and Mobilehome Rehabilitation Loan Program; street and sidewalk improvements; the removal of architectural barriers; and a code enforce- ment program. This project is located within census tract 126 with a total estimated cost of $386,000. The Housing and Mobilehome Rehabilitation Loan Program offers low-cost home improvement and mobilehome replacement loans to low and moderate- income persons to repair their residences. Estimated cost for this activity is $150,000 for single-family and multi-family homes and $150,000 for mobilehome rehabilitation. The Code Enforcement Program involves the inspection of existing homes and mobilehomes within census tract 126. The inspections identify homes with Building Code violations which can be corrected through the City's Housing Improvement Program. Estimated three year cost for this activity is $45,000. The Street and Sidewalk Improvement Program entails the rehabilitation, construction and installation of sidewalk, curbs, alleys, gutters, streets, street landscaping and lighting within census tract 126. Estimated cost for this activity is $27,000. The removal of architectural barriers will involve the installation of sidewalk ramps to assist the mobility of elderly and handicapped persons within census tract 126. Estimated cost is $14,000. It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL-91-190). The reasons for such decision not to prepare such Statement are as follows: 1. Activities include: (1) Housing and Mobilehome Rehabilita- tion program which will offer low-cost home improvement loans to low and moderate income families for residential rehabilitation. Estimated program cost for the first year and second year is $14,000, from previous loan payback, third year cost is $60,000. (2) Code Enforcement Program, involving inspection of existing housing which will be implemented during the third year at an estimated cost of $10,000. (3) Street Overlay Improvement, consisting of asphalt and cement overlay of exising streets to extend over two years. Estimated cost is $60,000 for the first year and $80,000 for the second year. (4) Street improvements involving construction, rehabilitation and improvement to existing streets, curbs, gutters and sidewalks at an estimated program cost of $34,000. Implementation of the project will improve drainage within the Town Centre Redevelopment area. Estimated cost of this project is X196,000 and completion is anticipated by June 1980. It has been determined that such request for release of funds will not consti- tute an action significantly affecting the quality of the human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statement are, as follows: 1.
