When Council approved the purchase of a word processor by Public Works
during the Fiscal gear 78-79 budget hearings, they requested that,
if possible, the unit be expandable. Prior and subsequent to that
approval, staff has been investigating word processors in an attempt
to determine which system provided the best match of meeting the City's
needs, expandability, and low cost.
There are two major groupings of word processors; expandable systems
and stand-alone systems. Most of the expandable systems cost about
$22,000 for the primary setup and $10,000 for each additional station.
The stand-alone systems range from $9,000 to $15,000 depending upon the
storage medium (mag card, tape, disk) and whether or not the unit has
a cathode ray tube viewer (CRT).
At first, because of the expense, it appeared that the City would be
unable to obtain an expandable system. However, discussions with EDP
Management revealed that they had developed a system that could be used
both as a micro computer and a word processor. Up until a couple of
months ago, the system was not truly expandable in that while more
than one CRT could be connected to the computer, only a single CRT could
be used at any one time. However, EDP P~Ianagement has now perfected the
software that allows the system to have up to 15 CRT's operating
simultaneously. These different CRT's may be used for word processing
or other computer operations at the same time. As far as I know, they
are the first company to develop this capability.
The purchase of this system will give the City not only word processing
capability but the services of an easily programmable micro computer
as well.

Principal Administrative Analyst Byers and other staff members have
spent several months investigating different word processing systems.
They are in agreement that the following system which EDP Management
has agreed to furnish the City for $10,000 is the best buy for the City.
A micro computer central processing unit with an excess of
64,000 BYTES. Most of the stand-alone word processing units are
limited to a 6-9,000 BYTE internal storage. 64,000 BYTES will
allow us to process and store much more inside the computer with-
out accessing storage media.
Software including a sophisticated word processing program and
BASIC, an easily programmable language.
One CRT with full page display.
One dual disk drive with 500,000 BYTES. This gives us at least
twice as much storage capability as any of the other word processors
that were examined.
One letter quality printer with a high impact printing wheel
capable of printing .about 480 words per minutes.
When the City decides additional operating terminals are warranted,
the first additional station will be $8,000 and each additional station
after that will be $4,000. The reason for the higher cost on the first
is that our initial system will have to be modified somewhat with the
addition of the first station.
I am requesting that Council waive bidding requirements as this system
is unavailable from other sources and no other vendor is able to provide
even an expandable word processing unit for a comparable price.
