The Collins Development Company, general contractor for the Canyon
Plaza Shopping Center, made a written request on January 13, 1979,
for permission to close Crest Drive between Telegraph Canyon Road
and Douglas Street. Their proposal is to close the street for a
period of 10 weeks beginning February 12, 1979.
Canyon Plaza is located along the north side of Telegraph Canyon Road
between Halecrest Drive and Crest Drive.
As a condition of approval for site development, Canyon Plaza, LTD.
is required to construct permanent drainage facilities, fronting their
property and under Crest Drive for the Telegraph Canyon Drainage
Basin. Thr~ developer is also required to relocate a sanitary sewer
main, water and utilities on Crest Drive and construct street surface
improvements. The box culvert, a major drainage facility to be
constructed under Crest Drive, is 11' wide by 6.75' high by 73' long.

Engineer estimates that the traffic on Crest Drive has dropped to about
800 vehicles per day. There is also very little pedestrian traffic at
this portion of Crest Drive. There is currently no commercial develop-
ment in this area to attract the pedestrian.
The temporary closing of Crest Drive for a period of 10 weeks will
require a temporary rerouting of Chula Vista Transit's Route 3.
Route 3 presently travels Crest Drive between Douglas Street and Tele-
graph Canyon Road. The temporary rerouting of Route 3 will be from
Crest Drive via Douglas Street and along Paseo del Rey to Telegraph
Canyon Road. The Transit Coordinator anticipates no problems with the
rerouting of Route 3. There is a transfer point between Route 3 and
Route 4 at the intersection of Oleander and Telegraph Canyon Road, however,
the Transit Coordinator has no record of transfers being made at that
point.
Engineering staff has investigated Collins Development Company's request
to close Crest Drive for 10 weeks and the associated construction problems
and finds:
1) The extensive level of construction required within Crest Drive
(construction of box culvert, street improvements, relocation of
utilities and traffic signal standards) makes it impractical and
nearly impossible to maintain traffic through the work area. Point
of intersection of Crest Drive with Telegraph Canyon Road cannot
be moved temporarily because of the existing traffic signals. The
difference in grade between the existing street and flow line of
the box culvert and the requirements to maintain drainage makes it
impossible to maintain traffic on the existing pavement even if the
box culvert was constructed in two phases, one half of the street
at a time.
2) To maintain traffic through the work area would not be the safest
alternative.
3) Alternate routes from Crest Drive via Douglas Street to Telegraph
Canyon Road are available. Traffic can use Halecrest Drive to
Paseo del Rey. The impact of 800 additional vehicles on Douglas
Street will not be significant.
4) The low volume of traffic on Crest Drive does not warrant the
need to keep Crest Drive open during construction of box culvert
and street improvements.
Engineering staff recommends that Collins Development Company's request
to close Crest Drive between Douglas Street and Telegraph Canyon Road
for a period of 10 weeks between February 12 and April 23, 1979 be
approved.
