SUMMARY
On November 3, 2009, Council approved an agreement between the City of Chula Vista and
KTU+A for preparation of a Bikeway Master Plan Update. In order to compete for the Fiscal
year 2011/12 Bicycle Transportation Account (BTA) funding cycle, the City must have a
Bikeway Master Plan that was updated within the past five years. Staff has completed the 2011
Bikeway Master Plan that is now ready for Council approval.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity falls under
the statutory exemption for Feasibility and Planning Studies pursuant to Section 15262 of the
State CEQA Guidelines because the proposed action would approve a Bikeway Master Plan
consisting of possible fuhlre projects which the City of Chula Vista has not approved, adopted or
funded. Thus, no further environmental review is necessary.
RECOMMENDATION
Counci l adopt the resolution.
BOARDS/COMMISSION RECOMMENDATION
On October 6, 2010, the Safety Commission accepted staffs report and recommended adoption
oFthe~ Bikeway Master Plan Update by a vote of 6-0-1 (Moriarty absent).
DISCUSSION
The California Department of Transportation (Caltrans) requires that local agencies have a
Bikeway Master Plan updated within the past five years in order to qualify for Bicycle

Transportation Account (BTA) funding. Additionally, the San Diego Association of
Governments (SANDAG) requires that each local agency in the region have a recent Bikeway
Master Plan in order to compete and receive funding for bicycle projects. An updated Bikeway
Master Plan will also strengthen the City's project justification in applying for other State and
Federal funding for bicycle improvements.
The City's "2005 Bikeway Master Plan", is the most recent master plan and was adopted by the
Chula Vista City Council on January 19, 2005 and subsequently approved by SANDAG later
that month. In June 2009 the SANDAG Board of Directors awarded the City a $150,000
Transportation Development Act (TDA) grant for the preparation of a Citywide Bikeway Master
Plan Update. Staff issued a Request for Proposals and convened a panel that interviewed the
four firms that submitted proposals. On November 3, 2009 Council approved an agreement
between the City and KTU+A, the top-ranking firm, for the development of an updated Bikeway
Master Plan (BMP) for a total cost of $149,685.
As the 2011. Bikeway Master Plan was being finalized, City staff gave a short presentation on the
draft updated plan to the Safety Commission on October 6, 2010. Chair Liken made a motion,
seconded by Commissioner Gove, to adopt the resolution recommending adoption of the
Bikeway Master Plan Update by City Council. The resolution passed 6-0-1 (Moriarty absent).
Major components of the BMP are as follows:
1. Public Input /Community Involvement: KTU+A conducted two evening public
workshops in cooperation with City staff. The first workshop was held on September 9 at
the Chula Vista Women's Club at 357 G Street. The second workshop was held on
September 22 at the Heritage Elementary School at 1450 Santa Lucia Road. Attendees
were invited to show bikeways that they used and specific bicycle improvements that
they felt are needed. A bicycle survey has been posted on the City's web site and has also
been distributed at bike shops and at the workshops. Additionally, contact has been made
with several local area stakeholders, including the San Diego Bicycle Coalition, Walk
San Diego and the SANDAG Bicycle/ Pedestrian Committee.
Coincidently, under a separate contract and with the assistance of KTU+A, the City of
National City is also in the process of updating their current Bicycle Master Plan. So on
October 21, 2010, the City of Chula Vista staff attended the National City Open House
event. Certain facilities included in the National City plan are adjacent to National City
but located within Chula Vista. These include:
• Palm Avenue/ Second Avenue Bridge over State Route-54.
• East 30`x' Street between L Avenue and Palm Avenue.
• North Fourth Avenue from State Route-54 to Brisbane Avenue.
In addition to the City of National City's plans to the north of Chula Vista, facilities to
the east in the County of San Diego and to the south in the City of San Diego must also
be coordinated with Chula Vista.
2. Surveying and Identifying Existing Conditions: This includes review of current land
use plans, the Otay Valley Regional Park Concept Plan and the 2010 San Diego Regional
Bike Plan and Map and current pertinent State and regional standards pertaining to

bikeways. SANDAL planning data was also analyzed in order to determine locations of
potential bicycle destinations (such as schools and parks) as well as topography and other
constraints. Additionally, traffic information was gathered from City databases, such as
accident data, bicycle counts, traffic volumes and speed limits. This information was
supplemented with bicycle counts at twelve additional locations that were identified in
cooperation with City staff. The current 2005 Bikeway Master Plan was also evaluated.
Attachment 1 describes the status of the 18 projects recommended in the 2005 Plan. Our
consultant, KTU+A, has commented that of all of the local agencies in the County, the
City of Chula Vista has completed the highest percentage of their bikeway projects.
3. Providine Recommendations for Citywide Bikeway Facilities: KTU+A compiled the
public comments received at each of the two Bikeway Master Plan workshops plus
comments from the survey. Additionally, they performed a field inspection of all
existing bikeways. A list of improvements was provided for all existing bikeways based
on field observations. These improvements included signage, striping and change in
bikeway class designation.
Bikeways are generally divided into three categories: Class 1 Bike Paths, Class 2 Bike
Lanes a<ld Class 3 Bike Routes, as shown on Attachment 2. The City's previous
Bikeway Master Plan showed both existing and recommended new facilities. This map
has been updated to included new facilities that were added to the bikeway network, as
well as additional recommendations. The revised map is shown on Attachment 3.
The Bayshore Bikeway and the I-805 Corridor Bike Path, are the only proposed Class 1
bike paths. City staff has been coordinating with SANDAL regarding the construction of
the Bayshore Bikeway within Chula Vista. Construction of the Bayshore Bikeway
project from H Street to Stella Street is expected to commence by May 2011 and be
completed by September 2011. City staff has also been coordinating with Caltrans for
the I-805 Corridor Bike Path from Bonita Road to Telegraph Canyon Road but no
timeline has yet been established for that project.
A number of new Class 2 bike lanes have been added to the bikeway network since the
2005 map was prepared, particularly in eastern Chula Vista. This includes Birch Road,
Eastlake Parkway, La Media Road, Mt. Miguel Road and Orange Avenue. The
recommended facilities include areas where there is a gap in facilities, including East H
Street, East J Street and Otay Lakes Road. With recent grant funding, the City is
ctu~ently working on constructing a portion of the bike lanes and east side sidewalks on
Industrial Blvd. and will continue to complete this project as funding becomes available.
The City has implemented an Interim Class 3 bike route on Main Street, but ultimate
Class 2 improvements cannot be constructed until the City can acquire sufficient right of
way.
Most of the existing and proposed Class 3 bike routes are in western Chula Vista, where
there is generally less room available for other types of facilities. Two of the notable
areas that will be newly designated as bike routes are Broadway from C Street to Main
Street and Third Avenue from C Street to J Street. Broadway is being recommended as a
bike route based on the large munber of cyclists who use this high traffic volume street.

South of Main Street, a bike lane will be provided with the ultimate street improvements
since south of Faivre Street, the City of San Diego has existing bike lanes on Beyer Blvd.
The Third Avenue change will be done along with the Third Avenue Streetscape
hnprovements Capital Improvement Project. Staff will be implementing these changes in
conjunction with the Third Avenue business owners and has discussed these changes with
the Third Avenue Village Association (TAVA). It is anticipated that current changes will
include bike route signage and "sharrow" pavement markings. In the future, other bike-
friendly changes may be considered, such as "back in" parking. Staff will work with area
stakeholders to determine the best way of implementing this change.
4. Determining Bikeway Priorities and Funding: KTU+A created a ranking system that
identified areas of greatest need, based on the analysis of existing conditions and public
input. This resulted in the identification and ranking of the facilities shown on the
Recommended Bicycle Facilities Map. A summary of the facilities' ranking is shown on
Attachment 4, with each class of bikeway ranked separately. This includes a total of:
four Class I bike paths, I4 Class II bike lanes and 24 Class III bike routes.
Preliminary Cost Estimates are provided for all projects based on unit costs reviewed by
City staff. Based on the general nature of these estimates, a 20 percent contingency has
been inchided. It is anticipated that selection of future projects will take ranking into
account, as well as overall cost, the funding sources available, and the ease of project
implementation.
5. Recommending Guidelines and Standards: The consultant reviewed the City's
General Plan, the San Diego Region Bicycle Plan, City design standards, planning
documents and policies, along with State (Caltrans) and Federal regulations. Based on
this review, the consultant prepared recommended Design Guidelines in order to promote
bicycle use, safety and accessibility.
Since the Bikeway Master Plan is a large document (approximately 300 pages long), staff has
placed this document on the City's ftp site. The 2011 Bikeway Master Plan can be accessed as
follows:

1n case there are any problems accessing this site, a list of directions for common connection
problems is provided (Attachment 5). Council should note the page numbers of any questions

DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations Section
18704?(a)(1) is not applicable to this decision.

CURRENT YEAR FISCAL IMPACT
Adoption of the Bikeway Master Plan Update will have no immediate fiscal impact.
ONGOING FISCAL IMPACT
In future years, there may be an indirect fiscal impact, as certain projects and/ or actions
recommended by the Bikeway Master Plan Update are constructed and/ or implemented. Any
future projects that would have any potential future impact would be brought forth to Council for
approval by separate action.

FAQ: Help with ftp.chulavistaca.gov connections
The City of Chula Vista's FTP site requires the use of what are known as "active"FTP
connections. If you are having trouble connecting to our FTP site you may have to
change your browser or FTP client settings.
Browser-based FTP setup
Internet Explorer 6.0
1. StarC Internet Explorer.
2. Click Internet Options on the Tools menu.
3. Click the Advanced tab.
4. Click Enable Folder View for FTP sites.
5. Enter the URL ftp://ftp.chulavistaca.gov and click on the Go button or press
Enter.
6. You will be prompted for a username and password. Enter the credentials
provided to you.

UPDATE
WHEREAS, the City's last bikeway Master Plan Update was adopted by the Chula Vista
City Council on January 19, 2005; and
WHEREAS, in order to apply for certain State and regional grants the City is required to
have an approved Bikeway Master Plan no more than five years old; and
WHEREAS, on November 3, 2009, Council approved an agreement between the City
and KTU+A for preparation of the Bikeway Master Plan Update; and
WHEREAS, KTU+A has obtained input from the community during the preparation of
this plan; and
WHEREAS, on October 6, 2010, staff presented the recommendations of the draft
Bikeway Master Plan to the Safety Commission for discussion; and
WHEREAS, the Safety Commission accepted the staff report and recommended adoption
of the Bikeway Master Plan Update; and
WHEREAS, the Bikeway Master Plan has been completed and is being presented to
Council for adoption; and
WHEREAS, subsequent to Council adoption, this plan will be presented to the San Diego
Association of Governments (SANDAG) for adoption; and
WHEREAS, this will qualify the City to apply for the Fiscal Year 2011-12 cycle of the
State Bicycle Transportation Account (BTA) grants.
NOW, THEREFORE BE IT RESOLVED that the City Council of the~jty of Chula
Vista does hereby adopt the Bikeway Master Plan Update.
