The State Homeland Security Program is designed to improve domestic terrorism preparedness of state and local governments by addressing equipment, training, exercises and planning needs. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 4-1 02/01/2011, Item Page 2 of 3 DISCUSSION The fiscal year 2010 State Homeland Security Program (SHSP) provides funding for the continued development of readiness and operational response capacity of Police, Fire and Public Works personnel. Funds allocated by the fiscal year 2010 SHSP will permit the Police, Fire and Public Works Departments to purchase equipment that will complement existing equipment configurations that were purchased with previous Homeland Security funds. SHSP grant administrators from the California Emergency Management Agency (CalEMA) have approved the expenditure plan of equipment, planning and training needs of the City. The spending plan was submitted in advance of funding approval in accordance with grant requirements. Grant funds are restricted in how they can be spent and cannot supplant normal budgetary items for the City. The specific spending plan is as follows: Equipment The fiscal year 2010 SHSP funds will purchase communications, protection, detection and computer equipment in the amount of $192,315 that will be used by the City's first responders and Emergency Operations Center (EOC) personnel. Equipment funds have been allocated to the Police Department to purchase portable radios that complement an existing configuration of radio equipment and maintain regional communications interoperability. The Fire Department will also purchase portable radios, as well as global positioning system devices, portable generators and search & rescue equipment. Planning A part-time employee is funded in support of the EOC to develop and enhance plans and protocols, including developing/enhancing emergency operation procedures; developing terrorism prevention/deterrence plans; developing plans, procedures and requirements for the management of infrastructure and resources related to SHSP and implementation of State or Urban Area Homeland Security Strategies; and developing/enhancing border security plans. This position has been funded by prior SHSP allocations and will continue to improve the City's disaster response capabilities. This position will be eliminated at the end of the grant term unless additional funds are identified to continue support of the position. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of $30,000 to personnel services, $42,050 to supplies and services and $150,265 to capital of the Federal Grants Fund (fund 272). The funding from the U.S. Department of Homeland Security will completely offset these costs, resulting in no net fiscal impact to the City. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $222,315 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID FUNDS TO THE FEDERAL GRANTS FUND FOR THE STATE HOMELAND SECURITY PROGRAM WHEREAS, the San Diego County Office of Emergency Services, who administers the State Homeland Security Program (SHSP), has notified the City of the fiscal year 2010 SHSP award in the amount of $222,315; and WHEREAS, the State Homeland Security Program is designed to improve domestic terrorism preparedness of state and local governments by addressing equipment, training, exercises and planning needs; and WHEREAS, the fiscal year 2010 SHSP funds will purchase communications, protection, detection and computer equipment in the amount of $192,315 that will be used by the City's first responders and Emergency Operations Center personnel; and WHEREAS, apart-time employee is funded $30,000 in support of the Emergency Operations Center to develop and enhance plans and protocols. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $222,315 from the U.S. Department of Homeland Security and appropriate $30,000 to personnel services, $42,050 to supplies and services and $150,265 to capital of the Federal Grants Fund for the State Homeland Security Program.
