HomeMy WebLinkAboutAgenda Statement 1979/01/23 Item 21CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT Item No. 21 For meeting of 1-23-79 ITEM TITLE ResolutiongW'(~ Approval of Regional. 1978 Federal Aid Urban Multi-Year Program ~ ~~ SUBMITTED BY Director of Public Works cl/,~/ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) Per guidelines of the 1978 Federal Transportation Act, local agencies, shall, by resolution, approve or disapprove the Regional Federal Aid Urban (FAU) Multi-Year Program as recommended by the FAU Advisory Committee. Such program is to be included in the Transportation Improvement Program (T.I.P.). The intent of this step is to provide for review of the FAU fund allocation process by ]..oval governing bodies. The program is for four years. Th~-~ staff report of City of Chula Vista's portion of 1978 Regional FAU Multi-Year Program was accepted by the Council at its meeting oi-~ November ~!8, 1978. The total regional program is based on the revised FAU Prr~gram Fund Distribution scheme as approved by the Federal Aid Urban Advisory Committee (FAUAC) per approved highway revenue estimates of $6,436,100 for the San Diego Region for four years. (City of Chula Vista portion $176,245 per year or $704,980 for four years.) The FAUAC has recommended the use of the total City ~?ortion of the regional allocation on the Third Avenue ~7idening Project. The staff agrees with this recommendation. By this means it will be possible to perform the total work as a single project and thereby cut down federal red tape, minimize inconvenience to the pu.k:~Iic and adjacent owners alike. Should the Council subsequently decide not to improve Third Avenue wholly or partly the T.I.P, can be amended to reflect those changes. The T.I.P. is updated twice a year. The program provides 3.3 million dollars toward this project which will be of primary benefit to the City of Chula Vista and National City. ~~~~
